The war in Ukraine has transformed the messaging app Telegram into a multifaceted digital battleground, making this conflict the most documented in human history. What began as a simple communication tool has evolved into an essential platform serving numerous wartime functions since Russia’s full-scale invasion in February 2022.

As traditional social media platforms faced restrictions in Russia, with Facebook, Instagram, and Twitter either banned or severely limited, Telegram’s popularity surged dramatically in Ukraine. By 2023, 72% of Ukrainians cited it as their primary news source, up from 63% the previous year. The platform’s combination of end-to-end encrypted messaging, public broadcasting capabilities, and minimal content moderation made it ideal for distributing critical wartime information.

For Ukrainian civilians, Telegram became a lifeline providing real-time updates on air raids, safe routes, and available bomb shelters. It played a crucial role in coordinating the exodus of more than three million refugees, connecting them with humanitarian aid and shelter information across Europe. Millions in the Ukrainian diaspora relied on the app to monitor conditions in their homeland and check on loved ones.

Ukrainian authorities quickly embraced Telegram as essential communication infrastructure. Local governments and agencies established official channels to broadcast urgent safety information, including air-raid warnings, bomb shelter locations, and security instructions. But Telegram’s impact went beyond one-way communication—its design enabled unprecedented civilian participation in defense efforts.

Through dedicated chatbots and channels, citizens reported enemy troop movements, armored vehicles, and suspicious activities, creating a system of crowdsourced intelligence gathering. Ukraine’s security services attributed successful military operations, including a strike against Russian vehicles near Kyiv in March 2022, to information submitted by ordinary citizens through these platforms.

Perhaps most remarkably, Ukraine’s intelligence agencies broke with traditional practices of secrecy by establishing public-facing Telegram channels. By February 2024, the Main Directorate of Intelligence’s verified channel had accumulated over 240,000 followers. Analysis of more than 2,600 posts revealed a sophisticated strategy aimed at establishing institutional legitimacy, targeting adversaries through strategic disclosures, and mobilizing citizen support.

Ukrainian military units likewise established their own Telegram presences. Elite formations like the Third Separate Assault Brigade and the 47th Separate Mechanized Brigade maintained channels showcasing operations, training exercises, and appeals for equipment donations. Military bloggers, or “voenkory,” emerged as influential voices providing technical analysis and frontline reports with unprecedented detail.

However, the same features that make Telegram valuable for Ukrainian defense also make it a powerful tool for Russian propaganda and psychological warfare. Russian channels regularly disseminate graphic footage of killed Ukrainian soldiers, often with mocking captions. Some channels even monetize this disturbing content—one notorious example, “Arkhangel Spetsnaza,” collected approximately $317,000 in just two months by charging subscribers for access to violent videos, allegedly using the funds to purchase drones for Russian forces.

Russian operations on Telegram extend beyond individual channels to sophisticated, coordinated disinformation campaigns. Research identified a network of 3,634 inauthentic accounts that posted more than 316,000 pro-Russian comments across channels focused on Ukraine’s temporarily occupied territories between January 2024 and April 2025. These efforts represent Russia’s attempt to extend its occupation into digital spaces.

The Kremlin’s Internet Research Agency (IRA), whose involvement in online influence operations was openly acknowledged by its founder Yevgeny Prigozhin via Telegram in February 2023, has played a central role in these efforts. State-sponsored youth influencers also leverage the platform to normalize official narratives about the war, creating the impression of grassroots support for government positions.

Perhaps most concerning is Telegram’s role in espionage recruitment. For at least six months, pro-war channels actively recruited Russian-speaking residents of Europe to spy on NATO military sites. These channels distributed detailed instructions on photographing bases, purchasing maps, and avoiding detection. European security services have documented numerous cases of individuals recruited through Telegram to conduct surveillance, vandalism, and arson targeting military infrastructure, with arrests made in Latvia, Germany, and Poland.

Telegram’s role in the Russia-Ukraine conflict reveals how modern warfare unfolds simultaneously in physical and digital realms. The platform serves contradictory purposes—providing life-saving information to civilians while enabling propaganda and espionage. This duality highlights the fundamental challenge of digital communication in wartime: tools that empower can also endanger.

As conflicts increasingly extend into digital spaces, controlling narratives, maintaining morale, documenting atrocities, and countering disinformation become as critical as conventional military operations. The transformation of platforms like Telegram into instruments of warfare will have lasting implications for how conflicts are fought and understood in the digital age.
