Maharashtra’s citizens should not be misled by false propaganda regarding Thane’s cluster redevelopment scheme, Deputy Chief Minister Eknath Shinde emphasized on Saturday, reassuring residents that all eligible individuals registered through 2022 will receive housing under the initiative.

Speaking at a ceremony marking the groundbreaking and inauguration of multiple civic projects in Thane, Shinde addressed concerns about the redevelopment program, suggesting that certain groups with vested interests were deliberately creating confusion among residents.

“Do not fall prey to false propaganda. Keep your eyes and ears open and go by what we say,” Shinde told the gathering. “Our interest is nothing but the citizens’ convenience. Those who registered for redevelopment until 2022 will definitely receive houses under the cluster scheme.”

The Deputy Chief Minister highlighted the advantages of the cluster scheme, noting that it offers “wider planning, improved amenities and integrated infrastructure,” making it more beneficial for long-term urban renewal compared to traditional redevelopment approaches. The cluster redevelopment model has gained traction in Maharashtra’s urban centers as a comprehensive solution to aging housing stock and infrastructure challenges.

Thane, a major satellite city of Mumbai with a population exceeding 2 million, has been facing significant urban challenges including aging buildings, inadequate infrastructure, and traffic congestion. The cluster redevelopment scheme aims to address these issues by redeveloping entire neighborhoods rather than individual buildings, creating more cohesive urban spaces.

Shinde, who has represented Thane in various capacities throughout his political career, also emphasized the transformative impact of several major infrastructure projects currently underway in the region. “These initiatives are aimed at transforming Thane into a seamless extension of Mumbai while improving daily convenience for citizens,” he said.

Among the significant projects mentioned were the metro rail network, internal metros, road expansion initiatives, tunnel connectivity, and the upcoming coastal road. These projects represent billions in infrastructure investment and are expected to dramatically improve connectivity between Thane and Mumbai while easing the notorious traffic congestion that has plagued the region for decades.

“The coastal road will solve the problem of perennial traffic jams once and for all,” Shinde assured residents. The coastal road project, which extends Mumbai’s western coastline connection northward, is one of Maharashtra’s most ambitious infrastructure developments in recent years.

Urban redevelopment has become a contentious issue in many parts of Maharashtra, particularly in the Mumbai Metropolitan Region, where real estate values are among the highest in India. Residents often express concerns about displacement, inadequate compensation, and lengthy construction timelines that can leave families in temporary housing for years.

The cluster redevelopment approach has been promoted by the Maharashtra government as a more efficient alternative to building-by-building redevelopment, allowing for better planning of community spaces, infrastructure, and amenities. However, implementation has often been complex, with challenges related to securing consensus among residents, financing, and coordinating multiple stakeholders.

Shinde’s public reassurance comes at a time when Maharashtra is preparing for assembly elections next year, with urban development and housing likely to be key electoral issues. His comments appear aimed at countering opposition narratives about the redevelopment scheme and reassuring voters about the government’s commitment to housing rights.

The Deputy Chief Minister’s address was part of a larger event celebrating the initiation of multiple civic works in Thane, reflecting the government’s focus on infrastructure development in the rapidly expanding Mumbai Metropolitan Region.
