Russian Security Demands Serve to Reinforce False Narratives, Expert Warns

Mario Baumann, project leader and research fellow at the Center for Order and Governance in Eastern Europe, Russia and Central Asia of the German Council on Foreign Policy (DGAP), told Ukrinform that the Kremlin’s positioning serves multiple strategic purposes in the ongoing conflict.
“By demanding its own security guarantees for Russia, the Kremlin reinforces the regime’s false propagandistic narrative that Russia’s war of aggression against Ukraine is a defensive response to a non-existent threat from Ukraine, from the West and NATO,” Baumann explained.
This rhetorical strategy deliberately obscures Ukraine’s position as the sole victim in the conflict, Baumann noted. It shifts attention away from Ukraine’s legitimate need for security guarantees against future Russian aggression, placing Russia in the false position of a defensive actor rather than the aggressor.
The expert pointed to recent statements by Alexander Grushko, Deputy Foreign Minister of the Russian Federation, who opposed providing reliable security guarantees for Ukraine as a precondition for ending hostilities. According to Grushko, any peace agreement must include “security guarantees for Russia” and cannot solely address Ukrainian interests. Without such conditions, Grushko claimed a peaceful settlement would be impossible.
