Russian media outlets continue to spread disinformation about Ukraine’s position on potential peace negotiations, according to recent findings from the Center for Countering Disinformation (CCD).
The CCD has refuted claims circulating in Russian media suggesting that Ukraine rejected a peace plan allegedly discussed between Russian President Vladimir Putin and former U.S. President Donald Trump. These false narratives cite a Reuters report as their source, claiming the news agency reported on Ukraine’s unwillingness to accept peace terms.
“These claims are not true,” the CCD states definitively. “Reuters publications contain no statements about a possible end to the war or about Ukraine allegedly agreeing to any peace scenario.”
The CCD explains that Reuters merely reported on statements from a Kremlin source who presented Russia’s perspective on what they called the “Anchorage formula”—a supposed peace framework that, according to this Russian source, had been previously discussed between Putin and Trump.
“The manipulation lies in the deliberate distortion of content: from a description of Russian desires, the conclusion is drawn that peace was possible but was spoiled by Ukraine. Such a statement does not exist and never appeared in Reuters,” the CCD emphasized in their statement.
Security analysts warn that propagating such narratives poses significant dangers to international understanding of the conflict. This disinformation campaign creates a false impression that the war continues due to Ukraine’s intransigence rather than what many international observers characterize as Russia’s aggressive military actions and unacceptable demands.
“This aligns with Russian propaganda, which systematically tries to shift responsibility for the war from Russia onto Ukraine,” the CCD added, highlighting a pattern in Russian information operations.
The false peace negotiation narrative represents just one facet of Russia’s broader disinformation campaign. According to reporting by RBC-Ukraine, Russian propagandists have increasingly deployed artificial intelligence to create convincing fake videos featuring individuals posing as Ukrainian military personnel.
These AI-generated videos typically show distressed “Ukrainian soldiers” emotionally describing dire battlefield conditions, including alleged shortages of food and essential military equipment. These fabricated testimonials aim to demoralize Ukrainian citizens and undermine international support for Ukraine’s defense efforts.
Social media platforms have become primary vectors for distributing this disinformation. Recent campaigns included false claims that Ukraine provided misleading intelligence to the United States—allegations Ukrainian intelligence services have firmly rejected, labeling them a “deliberate information attack” orchestrated by Russia.
