In a concerning development, Estonian security officials have been tracking a targeted Russian disinformation campaign on social media calling for the establishment of a “Narva People’s Republic” in Estonia’s eastern border region.

The campaign, which began circulating in early March, centers on Narva, a city of approximately 50,000 residents where about 90 percent of the population speaks Russian. Security analysts are drawing parallels to tactics used by Russia prior to its 2014 aggression against Ukraine.

Posts appearing on various social media platforms have encouraged the distribution of leaflets, acts of sabotage, and even arming citizens to establish a breakaway republic. Propaganda messages feature slogans like “Russians, we are not alone!” and claims that “From Narva to Püssi stretches Russian land.” The campaign has gone as far as creating and distributing maps and proposed flags for this fictional entity.

Marta Tuule, spokesperson for Kapo, Estonia’s security service, has characterized these posts as part of a calculated disinformation campaign designed to sow discord and undermine social cohesion.

“Such methods have already been used in Estonia and other countries. This is a simple and inexpensive way to intimidate and destabilize society,” Tuule stated. “This is provocation, and participation in it may have criminal consequences.”

Intelligence sources cited in Estonian media suggest the timing of this campaign is particularly troubling, coinciding with global attention being diverted to escalating tensions in the Middle East, particularly involving Iran. These sources have expressed concern that the narrative could potentially be laying groundwork for a Russian incursion following patterns similar to those seen in Ukraine in 2014, when Russia annexed Crimea and backed separatist movements in eastern Ukraine.

The situation highlights growing concerns about NATO’s eastern flank and Russia’s potential strategies for destabilizing Baltic states, which have substantial Russian-speaking populations. Estonia, Latvia, and Lithuania have been among the most vocal supporters of Ukraine and critics of Russian aggression since 2022.

Security analyst Kovalenko criticized European preparedness, noting that much of Europe still operates under outdated assumptions about conventional warfare. “Europe still lives in the paradigm of ‘old war with tank columns’ and ignores new scenarios of aggression that will be used by Russia,” he remarked.

Kovalenko emphasized that Russia’s potential aggression in the Baltic region might follow a different pattern than expected, potentially beginning with drone and missile strikes, followed by sabotage operations and special forces, rather than conventional ground invasions.

“European journalists think extremely linearly and prepare residents of countries of the European Union for less realistic threats than actually exist,” Kovalenko added.

The situation comes as the European Union embarks on significant defense reforms, including initiatives for joint weapons and drone production. Brussels has outlined ambitious goals to prepare Europe for potential conflict by 2030, recognizing the changing security landscape across the continent.

Adding to these concerns, Martin Jäger, head of Germany’s Federal Intelligence Service, recently warned that Russian President Vladimir Putin appears willing to test Europe’s boundaries and could potentially trigger a “hot confrontation” at any time.

The disinformation campaign targeting Narva represents just one element of Russia’s broader hybrid warfare tactics, which combine information operations, cyber attacks, economic pressure, and military posturing to advance strategic objectives without necessarily resorting to conventional warfare. For Estonia and its Baltic neighbors, the threat remains a daily reality requiring constant vigilance and international cooperation.
