Russian Propaganda Campaign Targets Ukrainian Military Morale, Officials Report

Ukrainian officials have identified an escalating Russian disinformation effort aimed at undermining public confidence in the Armed Forces of Ukraine, according to a recent statement from the Center for Countering Disinformation (CCD) at the National Security and Defense Council.

The CCD revealed that Russian propagandists are circulating fabricated stories claiming Ukrainian soldiers near the strategic eastern city of Kupiansk are suffering from severe supply shortages, lacking basic necessities such as food and water, and consequently refusing combat orders.

“This is actually another attempt to demoralize Ukrainians and discredit the command of the Armed Forces of Ukraine,” the Center stated in a Telegram post. “The purpose of such fakes is to create the illusion of chaos in the Ukrainian army.”

Security experts note that the Kupiansk sector has been a focal point of intense fighting in recent months, with Russian forces making repeated attempts to advance in the Kharkiv region. The city holds significant strategic importance as a transportation hub, making it a valuable target in Russia’s eastern offensive operations.

According to the CCD, these disinformation tactics follow a predictable pattern, with Russian media typically attributing their claims to anonymous sources within Russian security services. This methodology allows propagandists to present unverifiable information as credible intelligence while avoiding accountability for false reporting.

The timing of this propaganda push coincides with increased pressure along multiple sections of Ukraine’s eastern front, where Russian forces have been making incremental territorial gains in recent weeks. Military analysts suggest that Russian information operations often intensify ahead of planned offensive actions or in response to Ukrainian tactical successes.

This isn’t the first disinformation campaign targeting Ukrainian forces. The CCD also highlighted another recent fabrication claiming Ukrainian defenders were using civilians as “human shields” in Sosnivka, Dnipropetrovsk region – a narrative designed to undermine international support for Ukraine by falsely suggesting violations of humanitarian law.
