Russian propagandists have launched an aggressive disinformation campaign targeting evacuation efforts in Ukraine’s frontline territories, according to a new report from the Center for Countering Disinformation (CCD) at Ukraine’s National Security and Defense Council.

The operation relies heavily on pro-Russian Telegram channels, which have been circulating fabricated testimonials supposedly from “local residents” in Donetsk Region cities. These false accounts feature individuals expressing gratitude to Russian military forces while claiming they deliberately concealed their children to prevent them from being evacuated by Ukrainian authorities.

These propaganda messages contain serious but unfounded allegations, including claims of “crimes during Ukrainian evacuation,” “disappearances of children,” and even suggestions of “black transplantation” – illegal organ harvesting. The CCD emphasized that none of these accusations are supported by evidence.

“The purpose of this information operation is clear – to discredit Ukrainian evacuation measures,” the report states. “Through these manipulations, Russia aims to instill fear among civilians and discourage them from accepting evacuation assistance.”

Security experts believe the strategy serves a dual purpose: not only undermining trust in Ukrainian authorities but also ensuring civilians remain in combat zones, effectively turning them into human shields for Russian forces.

The CCD highlighted the particularly cynical nature of these propaganda efforts, noting how they attempt to invert reality. “It is significant that these fakes try to turn reality upside down,” the Center stated. “It is Russia that systematically commits crimes related to the illegal removal of Ukrainian children from occupied territories.”

This reference points to Russia’s well-documented practice of forcibly transferring Ukrainian children to Russian territory, actions that led the International Criminal Court to issue arrest warrants for Russian President Vladimir Putin and Russian Children’s Ombudsman Maria Lvova-Belova in 2023.

The current disinformation campaign represents just one facet of Russia’s broader information warfare strategy against Ukraine. European analysts have documented more than a hundred separate information campaigns targeting Ukraine in 2023-2024, indicating the scale and persistence of these efforts.

These tactics align with Russia’s long-established approach to hybrid warfare, which combines conventional military operations with coordinated information operations designed to sow confusion, undermine trust in institutions, and complicate humanitarian responses.

The timing of this intensified propaganda push coincides with increased military pressure along eastern Ukrainian fronts, particularly in Donetsk Region, where Russian forces have been attempting to advance in recent weeks. Ukrainian authorities have been urging residents in frontline areas to evacuate for their safety, making these propaganda efforts particularly dangerous as they could prevent civilians from moving to safer locations.
