Russian Authorities Hold Propaganda Events in Occupied Ukrainian Territories

Russian occupation authorities continue to implement propaganda campaigns targeting Ukrainian children in the temporarily occupied territories, according to recent reports from the Center for National Resistance (CNS).

A propaganda event called “Days of White Cranes” was recently organized for schoolchildren from so-called cadet classes in occupied Ukrainian regions. During the ceremony, Russian militants who participated in the Kremlin’s aggressive military campaigns were glorified and celebrated as heroes, the CNS reported.

The event was closely supervised by employees of the Russian investigative committee, with organizational responsibilities delegated to the educational departments of the occupation administrations. This level of oversight underscores the strategic importance Russian authorities place on influencing young Ukrainians in occupied territories.

This is not an isolated incident but part of a systematic campaign to reshape the cultural and educational landscape in occupied Ukraine. Just recently, in occupied Luhansk, a “pedagogical assembly” was organized to coincide with Teacher’s Day celebrations. During this event, 27 collaborators received “gratitude” certificates from the self-proclaimed “LPR Ministry of Education,” while an additional 18 educators were presented with various “awards.”

According to the CNS, these ceremonies effectively serve as rewards for those willing to participate in what they describe as the “brainwashing of Ukrainian children.” The recognition program appears designed to incentivize educators to implement Russian-approved curricula and ideological content.

The Russian administration has also been actively importing teachers from Russia to staff schools in occupied Ukrainian territories. These educators are brought in under special contracts with financial incentives, suggesting a deliberate strategy to replace Ukrainian educational staff with those loyal to Moscow.

This educational campaign occurs against the backdrop of broader cultural transformation in occupied regions. In the Donetsk region, for example, the CNS has reported that cultural institutions and programming have been repurposed for military propaganda, effectively weaponizing cultural spaces to promote pro-Russian narratives.

Education and youth indoctrination have historically been key components of occupation strategies, with schools serving as critical venues for reshaping national identity. By targeting educational institutions and young people, occupation authorities appear to be implementing a long-term strategy aimed at erasing Ukrainian identity and fostering loyalty to Russia among the next generation.

International humanitarian law, including the Fourth Geneva Convention, prohibits an occupying power from forcing children to attend political or ideological indoctrination. Human rights organizations have repeatedly raised concerns about Russia’s educational policies in occupied territories, noting that they may constitute violations of children’s rights.

The militarization of education through cadet classes and ceremonies glorifying military figures represents a particularly concerning development, as it potentially normalizes violence and military service among Ukrainian youth living under occupation.

Ukrainian authorities continue to document these activities as potential war crimes and violations of international humanitarian law. The Ukrainian government has established special mechanisms to track educational changes in occupied territories and has called on international organizations to pressure Russia to cease indoctrination programs targeting Ukrainian children.

As the conflict continues, the battle for influence over Ukraine’s youngest citizens remains a significant but often overlooked dimension of Russia’s occupation strategy, with potential long-term implications for Ukrainian society and national identity in affected regions.
