Russian authorities are implementing systematic historical revisionism in the occupied Kherson region through a project called “Knowledge. Heroes,” where children are being taught a fabricated version of history that positions the area as “Novorossiya” — a term used by Russian expansionists to claim Ukrainian territories. This information was released by the Center for Countering Disinformation (CCD) of Ukraine’s National Security and Defense Council, according to a report by UNN.

Educational programs in the temporarily occupied areas are being deliberately structured to indoctrinate young Ukrainians with pro-Russian narratives. Children are not only taught revisionist history but are also encouraged to “stay here and build the future,” suggesting a long-term occupation strategy focused on demographic and cultural transformation.

“Russia systematically imposes a falsified history on the residents of the temporarily occupied territories, which justifies its annexation and destroys Ukrainian identity,” the CCD stated in its report. The center emphasized that these actions represent a calculated campaign to erase Ukrainian national consciousness in occupied regions.

The Russian occupation administration has developed specialized textbooks and educational initiatives to support this campaign. “The enemy’s goal is to raise a generation that does not know the true history of Ukraine, believes in Russian propaganda, and perceives the occupation as the norm,” explained officials from the CCD.

Security analysts view this indoctrination as part of Russia’s broader strategy of cultural erasure in occupied Ukrainian territories. By targeting educational systems, occupation authorities can influence the most impressionable members of society, potentially creating generational divides in national identity and historical understanding.

The CCD’s assessment goes further, classifying these educational manipulations as instruments of genocide. “The falsification of history is aimed at destroying the Ukrainian nation,” the center stated, suggesting that Russia’s actions meet international definitions of cultural genocide through the deliberate destruction of national heritage and identity.

This educational revisionism in Kherson follows a pattern observed in other occupied regions. The Mariupol City Council previously reported that Russian authorities plan to transform the Azovstal steel plant—a site of fierce Ukrainian resistance during the early months of the full-scale invasion—into a museum cluster. The concern is that this museum would present a distorted narrative of events that transpired at the facility, further reinforcing Russian propaganda.

Educational experts note that historical revisionism has been a standard practice in Russian occupied territories since 2014, when similar tactics were employed in Crimea and parts of eastern Ukraine. The current campaign represents an intensification of these efforts, now backed by the full administrative and propaganda apparatus of the Russian state.

International human rights organizations have repeatedly flagged the manipulation of educational content in occupied territories as a violation of international humanitarian law, which prohibits an occupying power from forcing ideological changes on the population under its control.

As the occupation continues, Ukrainian authorities and civil society organizations are attempting to counter these measures by maintaining distance learning options for students in occupied areas and preserving accurate historical records of the conflict for future generations.

The situation highlights the multifaceted nature of the Russo-Ukrainian conflict, where battles are fought not only on physical frontlines but also through competing historical narratives that will shape regional identity long after military operations conclude.
