Russian Occupiers Stage Propaganda Event at Mariupol Drama Theatre Bombing Site
Russian forces in occupied Mariupol have sparked outrage by unfurling a 200-meter flag of the self-proclaimed Donetsk People’s Republic (DPR) at the city’s Drama Theatre—the site of a devastating 2022 airstrike that killed approximately 300 civilians seeking shelter.
According to reports from the Ukrainian Mariupol City Council, the propaganda event was organized to mark the so-called “Day of the Proclamation of the DPR,” a holiday celebrated by Russian-backed separatist authorities in eastern Ukraine.
“The occupiers organized a propaganda action at the site of the tragedy in Mariupol. Nearby the ‘restored’ Drama Theater today they unfurled a 200-meter flag of the so-called ‘DPR,'” the City Council reported via Telegram.
In what many observers consider a particularly cynical move, Russian authorities deliberately gathered young people for the event, including members of the “Young Guard” youth organization and students from local unrecognized educational institutions. Participants unfurled the massive flag while playing songs and making proclamations about the “liberation of Donbas.”
The Mariupol Drama Theatre has become a painful symbol of the human cost of Russia’s invasion. In March 2022, during the siege of Mariupol, hundreds of civilians—primarily women, children, and elderly residents—sought refuge in the building as Russian forces bombarded the city. Despite large writings of the word “ДЕТИ” (Children) visible from the air on both sides of the building, the theatre was destroyed by Russian airstrikes on March 16, 2022.
Ukrainian authorities and international human rights organizations estimate around 300 people died in the attack, which Amnesty International and Human Rights Watch have described as a likely war crime.
The Ukrainian Mariupol City Council condemned the recent propaganda event as part of a systematic effort to rewrite history and indoctrinate young people in occupied territories.
“Such propaganda actions are aimed at forming a new pseudo-historical memory among the youth, instilling a distorted history,” city officials stated. “Currently, schoolchildren and students have become the main targets of propaganda indoctrination: in educational institutions they hold lessons titled ‘Conversations About Important Things,’ sing the Russian anthem, and in universities urge joining the Russian army.”
Russian occupying authorities officially reopened the Drama Theatre in December 2023 after repairs, repurposing it as a venue for pro-Russian events and celebrations—a move that has provoked anger among former residents and human rights advocates.
The militarization of education in occupied Mariupol appears to be advancing rapidly. The city council also reported that a first “Yunarmiya” class—part of Russia’s military-patriotic youth movement—has been established in a local school under occupation authorities. The program is widely viewed as an effort to prepare children for future military service and instill pro-Russian sentiment.
This latest propaganda event follows a pattern observed across Russian-occupied territories in Ukraine, where authorities have systematically replaced Ukrainian educational materials, enforced Russian curriculum standards, and organized patriotic events that align with Moscow’s narrative about the war.
International organizations monitoring the situation in occupied territories have repeatedly expressed concern about the potential long-term effects of such indoctrination on children and young people, noting that forced cultural assimilation could constitute a violation of international humanitarian law.
As the occupation of Mariupol continues, Ukrainian authorities have called on the international community to maintain pressure on Russia and to document what they describe as systematic human rights violations in the captured city, including the exploitation of tragic sites like the Drama Theatre for propaganda purposes.
