In a sustained effort to undermine Ukraine internationally, Russian propaganda networks are leveraging the ongoing Middle East conflict to spread false narratives, according to the Center for Countering Disinformation (CPD) of Ukraine’s National Security and Defense Council.

The CPD has identified several fabricated stories circulating online that falsely connect Ukraine to recent events in the United Arab Emirates. These disinformation campaigns appear timed to coincide with heightened global attention on the region.

One widely distributed falsehood claimed that authorities in Dubai had detained 19 Ukrainians for alleged looting following missile strikes in the city. Propagandists presented this as legitimate news reported by Euronews. However, the CPD confirmed that no such reporting exists on any official Euronews platforms, and UAE authorities have issued no statements corroborating these allegations.

In another fabricated narrative, Russian operatives circulated a counterfeit quote supposedly from Ukraine’s ambassador to the UAE claiming that “Iran’s strikes on Dubai are an act of aggression against Ukraine” because the city “historically has the largest community of Ukrainian women abroad.” The CPD verified that Ukraine’s ambassador made no such statement.

Perhaps the most targeted piece of disinformation involved Ukraine’s military leadership. Russian propaganda channels spread claims that missile strikes had destroyed a $7 million Dubai property allegedly owned by Oleksandr Syrskyi, Commander-in-Chief of the Ukrainian Armed Forces. As with the other examples, this story was falsely attributed to Euronews reporting that does not exist.

“This is a typical tactic of Russian information operations – fakes are thrown in using falsified materials under the brands of authoritative media or fabricated statements by officials,” the CPD explained in their assessment. “The activation of such disinformation campaigns usually coincides with important international events. Russian propaganda tries to integrate the Ukrainian context into global news to enhance the emotional effect.”

The timing of these false narratives appears deliberate, as they emerge while the UAE is grappling with regional security concerns and considering military responses to Iranian missile and drone threats. By inserting Ukraine into these geopolitical tensions, Russian propaganda aims to complicate Ukraine’s international relations during a critical period in its own defense against Russian aggression.

This campaign represents a continuation of Russia’s long-standing strategy of using information warfare alongside conventional military operations. Since the full-scale invasion began in February 2022, Russian disinformation efforts have targeted not only domestic audiences but also international perceptions of Ukraine.

Security analysts note that such tactics have evolved to become increasingly sophisticated, often mixing elements of truth with fabrication and leveraging the credibility of established Western media outlets to add legitimacy to false claims.

The CPD continues to monitor and debunk these narratives as part of Ukraine’s broader efforts to counter Russian information warfare. International fact-checking organizations have also documented the increasing frequency of falsified news stories attempting to link Ukraine to unrelated global conflicts.

For Ukrainian officials, these disinformation campaigns represent a significant challenge, requiring constant vigilance and rapid response to prevent false narratives from gaining traction in international media and potentially influencing diplomatic relations with key partners like the UAE.

As tensions persist in both Eastern Europe and the Middle East, distinguishing legitimate reporting from propaganda remains essential for accurate public understanding of these complex geopolitical situations.
