Russian occupation authorities in Donetsk have orchestrated an extensive propaganda campaign to commemorate the 12th anniversary of the self-proclaimed “Donetsk People’s Republic” (DPR), systematically erasing the role of Russian operatives in the region’s initial seizure.

The Center for Countering Disinformation, operating under Ukraine’s National Security and Defense Council, reports that occupation authorities have organized numerous public events across the temporarily occupied Donetsk region, including car rallies, mass gatherings, and youth-focused “patriotic” activities. The most prominent spectacle featured a convoy of trucks arranged to form the number “12” in Donetsk city, receiving extensive coverage in Russian-controlled media outlets.

These commemorative events prominently feature narratives about the “historic choice of Donbas” and the supposed “will of the people,” according to Ukrainian intelligence sources. However, the propaganda campaign deliberately omits crucial historical context about the 2014 events that led to the region’s occupation.

“What’s notably absent from these celebrations is any mention of the Russian militants and special forces who crossed from the Russian Federation in 2014 and spearheaded the seizure of administrative buildings in Donetsk,” a representative from the Center for Countering Disinformation noted. “These orchestrated takeovers were the catalyst for the subsequent occupation of the entire region.”

The propaganda campaign also strategically avoids comparisons between the region’s current state and its prosperous pre-war condition. Before Russian aggression began, Donetsk stood as one of Ukraine’s industrial powerhouses with robust economic output and modern infrastructure. After nearly a decade under occupation, the once-thriving region has deteriorated significantly, now resembling what Ukrainian officials describe as a “depressed Russian hinterland.”

Intelligence analysts highlight the occupation authorities’ deliberate targeting of young people as particularly concerning. The younger generation in Donetsk, having grown up under Russian occupation, has limited or no personal memory of life in Ukrainian-controlled Donbas. This makes them especially vulnerable to historical revisionism and propaganda that distorts both the 2014 events and current realities.

“These aren’t merely symbolic celebrations,” explained a security expert familiar with Russian information operations. “They represent a systematic effort to rewrite the collective memory of the region and entrench pro-Russian narratives among a generation with no alternative reference points.”

The Center for Countering Disinformation also reports that occupation authorities plan to develop “military-historical tourism” in the region, further institutionalizing their version of events into the physical and cultural landscape.

This propaganda campaign occurs against the backdrop of ongoing Russian military operations in eastern Ukraine, where the Donetsk region remains one of the most contested frontlines. While staging anniversary celebrations, Russian forces continue offensive operations throughout the wider region.

International observers have consistently documented how Russia has used information manipulation and historical revisionism as core components of its hybrid warfare strategy in Ukraine, particularly in occupied territories. The current campaign in Donetsk represents a continuation of these tactics, aimed at normalizing occupation and undermining Ukrainian sovereignty claims to the territory.

Ukrainian officials maintain that Donetsk remains sovereign Ukrainian territory under temporary occupation, with its eventual return to Ukrainian control remaining a non-negotiable element of any potential peace settlement.
