Russia Defends Oreshnik Missile Strike as Response to Alleged Ukrainian Provocations

Russian officials and pro-Kremlin media have characterized the recent Oreshnik hypersonic ballistic missile strike on western Ukraine as a justified response to what they claim was a Ukrainian drone attack targeting President Vladimir Putin’s residence in the Novgorod region.

The Russian Ministry of Defense announced that the strike was part of a “massive attack” using long-range weapons against critical infrastructure in Ukraine. According to their statement, the operation damaged drone production facilities allegedly used in the attack on Putin’s residence, as well as energy infrastructure supporting Ukraine’s military-industrial complex.

Former Ukrainian Prime Minister Mykola Azarov, who currently resides in Russia and faces treason charges in Ukraine, claimed the Oreshnik missile targeted an underground gas storage facility in Stryi in the Lviv region. Azarov urged Ukrainian authorities to “stop constant provocations against Russia,” warning that continued actions could trigger even stronger military responses.

“We call on the authorities in Kyiv, at least during the winter, not to provoke and not to create pretexts for the use of such serious and powerful weapons,” Azarov stated, suggesting that Ukrainian civilians are suffering the consequences of their government’s actions.

However, Ukrainian officials have categorically denied any involvement in an attack on Putin’s residence. The United States has also publicly stated, through former President Donald Trump, that U.S. intelligence assessments do not support Russia’s claims about the alleged drone attack.

Military analysts note that the deployment of the Oreshnik missile—one of Russia’s most advanced weapons systems—appears designed to send a message not only to Ukraine but also to its Western allies. The missile is reportedly nearly impossible to intercept with current air defense systems, making it a significant escalation in Russia’s arsenal of weapons used against Ukraine.

This missile strike comes at a sensitive time in the conflict, as France and the United Kingdom have recently suggested they might be prepared to send troops to Ukraine to guarantee a potential ceasefire. Meanwhile, Russia has been accused of delaying U.S.-backed peace initiatives by manufacturing new justifications for continued hostilities.

The pattern of claiming Ukrainian “provocations” to justify attacks on civilian infrastructure has been a consistent feature of Russia’s messaging since the conflict began. Independent observers note that Russia has repeatedly characterized its own aggressive actions—from the 2014 annexation of Crimea to the full-scale invasion in February 2022—as defensive responses rather than offensive operations.

International human rights organizations have documented numerous war crimes committed by Russian forces in Ukraine, including executions, torture, and the deportation of Ukrainian children from occupied territories. The International Criminal Court has issued an arrest warrant for President Putin related to the illegal deportation of children.

Russian strikes on Ukraine’s energy infrastructure have resulted in widespread power outages and humanitarian crises in multiple regions, particularly during winter months. These attacks on civilian infrastructure are prohibited under international humanitarian law.

After the Oreshnik strike, former Russian President Dmitry Medvedev, known for his aggressive rhetoric including nuclear threats, made explicit mentions of Europe in his statements, further suggesting the missile launch was intended as a broader warning to Ukraine’s international supporters.

The United Nations General Assembly has repeatedly adopted resolutions condemning Russia’s aggression against Ukraine and calling for the withdrawal of Russian forces from Ukraine’s sovereign territory.
