Russian propaganda networks have ramped up a coordinated disinformation campaign falsely claiming that Ukraine has been selling Western-supplied weapons on the black market, according to a recent report from the Center for Countering Disinformation (CPD) of Ukraine’s National Security and Defense Council.

The latest iteration of this long-running propaganda narrative attempts to link Ukraine to the ongoing conflict in the Middle East, suggesting that Western weapons provided to Ukraine have somehow made their way to combatants in that region.

Security officials identified that pro-Russian social media accounts are circulating a fabricated video purportedly created by the Institute for the Study of War (ISW), a respected American think tank that regularly publishes analysis on the Russia-Ukraine conflict. The video allegedly shows evidence of Ukraine selling Western weapons that are now being used in Middle Eastern hostilities.

The CPD confirmed that no such video exists on any official ISW platforms or resources, exposing it as a complete fabrication. This approach represents a well-documented tactic in Russia’s disinformation playbook – creating counterfeit content that appears to come from authoritative Western sources to lend false credibility to baseless claims.

“The lie about ‘Ukraine selling Western weapons’ has been promoted by Russian propaganda since the beginning of Russia’s full-scale invasion in 2022,” the CPD stated. “During all this time, no evidence of such accusations has appeared – constant monitoring by partners and regular checks do not reveal violations in Ukraine’s use of Western weapons.”

Western nations providing military aid to Ukraine have implemented rigorous tracking and verification systems to ensure accountability for all weapons transfers. These measures include regular inspections and monitoring protocols that have consistently confirmed Ukraine’s responsible handling of supplied weapons systems.

The allegations come at a sensitive time as Ukraine continues to press its Western allies for additional military support, including advanced air defense systems and long-range strike capabilities. Russia has an obvious strategic interest in undermining this military assistance by sowing doubt about how Ukraine manages these weapon systems.

Russia’s targeting of the ISW is particularly notable, as the organization has built a reputation for detailed, objective analysis of the ongoing conflict, often highlighting Russian military failures and Ukrainian tactical successes. By falsely attributing disinformation to this respected source, Russian propagandists attempt to weaponize ISW’s credibility.

This incident represents part of a broader Russian information warfare strategy that has intensified since the full-scale invasion of Ukraine began in February 2022. Russian disinformation networks have consistently sought to exploit global crises and conflicts to advance narratives beneficial to Moscow’s strategic objectives.

Security analysts note that Russian propaganda efforts frequently attempt to create connections between disparate global conflicts to undermine Western military support for Ukraine. By falsely suggesting that Western weapons are being diverted to other conflict zones, these campaigns aim to reduce public support for military aid in donor countries.

Ukrainian officials have repeatedly emphasized their commitment to transparency in managing foreign military assistance, working closely with international partners to ensure all supplied systems are properly accounted for and deployed only against Russian forces in accordance with agreements with donor nations.

As the conflict approaches its third year, Russian disinformation tactics continue to evolve, with propagandists increasingly creating sophisticated fake content that mimics legitimate sources. Media literacy experts recommend verifying information through official channels and recognized media outlets, particularly when claims align too neatly with known propaganda narratives.
