A federal judge has ruled that Trump loyalist Kari Lake unlawfully ran the U.S. Agency for Global Media (USAGM) for several months last year, invalidating numerous actions she took during her tenure, including the layoffs of over 1,000 Voice of America (VOA) employees.

U.S. District Judge Royce C. Lamberth determined on Saturday that Lake, a 56-year-old former Fox News anchor, was “plainly ineligible” to serve as acting CEO of the agency because her appointment violated the Vacancies Act, which requires Senate approval for such positions.

Lake, who has called the Reagan-appointed judge an “activist,” plans to appeal the ruling, according to CNN. The decision marks a significant victory for VOA staffers who had filed a lawsuit to preserve both their jobs and the network’s integrity.

“The judge’s ruling that Kari Lake’s actions shall have no force or effect is a powerful step toward undoing the damage she has inflicted on this American institution that we love,” said Patsy Widakuswara, VOA’s White House Bureau Chief and one of the plaintiffs in the case.

The ruling is the latest chapter in an ongoing struggle over the direction of VOA, a federally funded international broadcaster known for promoting democratic values abroad. The Trump administration has repeatedly criticized the outlet for what it describes as “anti-Trump” coverage and “radical propaganda.”

During her tenure, Lake appeared determined to reshape VOA to align with MAGA ideology, including a controversial move to allow Trump-friendly One America News to syndicate its programs on the network. This attempted restructuring raised alarms among journalists and media freedom advocates concerned about maintaining VOA’s editorial independence.

Lake’s background includes unsuccessful Trump-endorsed campaigns for Arizona governor in 2022 and Arizona senator in 2024. Earlier this year, she sparked speculation about potential political ambitions in Iowa after purchasing a $60,000 condo in the state.

This is not Lake’s first legal setback regarding her management of USAGM. Last August, Judge Lamberth blocked her attempt to remove VOA Director Michael Abramowitz, ruling she lacked authority to fire him without approval from the International Broadcasting Advisory Board, which had been effectively dismantled during the Trump administration.

In September, the judge again intervened to prevent Lake from terminating 500 VOA staffers, criticizing her agency’s “disrespect” for the court. Despite prior court orders to reverse what Lamberth described as “arbitrary and unlawful terminations,” USAGM had failed to comply.

The judge had previously indicated that Lake’s actions warranted contempt proceedings. Although Lamberth ultimately chose not to pursue such measures, he emphasized that this restraint “should not be mistaken for lenience toward the defendants’ egregious erstwhile conduct.”

The case highlights broader tensions over the role of government-funded media and concerns about political interference in journalistic independence. VOA, which broadcasts to international audiences and is fully funded by American taxpayers, has traditionally maintained editorial firewalls to ensure its reporting remains free from government influence.

Media experts have watched the situation closely, noting that attacks on VOA’s independence could damage America’s soft power abroad and undermine U.S. efforts to promote press freedom globally. The organization has operated since 1942 and reaches an estimated weekly audience of 326 million people worldwide.

For now, the court’s decision effectively nullifies Lake’s most consequential actions at USAGM, potentially allowing for the reinstatement of dismissed employees and a return to established editorial practices at Voice of America.
