France has firmly dismissed Russian allegations that it planned to provide Ukraine with nuclear weapons or components for a “dirty bomb,” characterizing the claims as deliberate disinformation designed to undermine Western support for Kyiv.
Speaking at a press briefing on February 26, French Defense Ministry communications director Olivia Penichou categorically denied the accusations made by Russia’s Foreign Intelligence Service (SVR), which had been circulated widely through Russian state media and on social media platforms.
“This baseless statement from the SVR has been picked up by various Russian propaganda outlets on X [Twitter] and by some foreign news agencies,” Penichou stated, according to a Reuters report. “The Russian Federation frequently resorts to disinformation to foster a climate of mistrust toward the actions taken by France and its partners in support of Ukraine. This latest attempt is a perfect illustration of that.”
The French official emphasized that Paris has consistently adhered to its international commitments, particularly those outlined in the Treaty on the Non-Proliferation of Nuclear Weapons. This treaty, which entered into force in 1970 and has been signed by most nations worldwide, prohibits nuclear weapon states from transferring such weapons to non-nuclear states.
The Russian allegations come amid heightened tensions between Moscow and NATO countries that are supporting Ukraine in its defense against Russia’s invasion. Since the beginning of the conflict in February 2022, Russia has repeatedly accused Western nations of escalatory actions, while Western governments maintain they are simply providing Ukraine with the means to defend its sovereignty.
In a separate but related issue, French Foreign Ministry spokesperson Pascal Confavreux responded to recent comments by Russian Foreign Ministry spokeswoman Maria Zakharova regarding British troop deployments. Zakharova had claimed that any deployment of British forces to Ukraine would prolong the war – a statement that prompted a direct rebuttal from Paris.
“It is Russia that is prolonging it,” Confavreux countered. “It has the escalatory attitude with its violations of air space and in general its aggression since February 2024.”
This exchange highlights the continuing diplomatic friction between Russia and Western European nations over the Ukraine conflict. France, along with other NATO members, has provided substantial military and financial support to Ukraine while stopping short of direct military involvement that could potentially trigger a wider European conflict.
The nuclear accusations are particularly sensitive given the global concern about nuclear escalation. Russia has repeatedly hinted at its nuclear capabilities since the invasion began, which Western officials have interpreted as attempts to deter deeper NATO involvement in the conflict.
Military analysts note that disinformation campaigns are a standard component of Russia’s hybrid warfare strategy, aimed at creating confusion, undermining Western unity, and influencing public opinion both domestically and internationally.
The French Defense Ministry’s unusually direct response indicates the seriousness with which Paris views such allegations, particularly those touching on nuclear matters. France is one of the world’s established nuclear powers, maintaining a strategic nuclear arsenal as part of its national defense policy.
For Ukraine, which gave up the nuclear weapons it inherited after the Soviet Union’s collapse under the 1994 Budapest Memorandum, nuclear allegations are particularly fraught. The country received security assurances from Russia, the United States, and the United Kingdom in exchange for relinquishing what was then the world’s third-largest nuclear arsenal.
As the conflict continues into its third year with no immediate resolution in sight, diplomatic tensions and information warfare between Russia and Western nations supporting Ukraine appear likely to intensify alongside the physical fighting on the ground.
