Russian propaganda network “Rybar” has been exposed using OpenAI’s ChatGPT and Sora AI tools to orchestrate disinformation campaigns across multiple countries, according to a new investigation. OpenAI has banned numerous accounts linked to the operation, which appears to have originated in Russia and targeted international audiences with pro-Russian messaging.

The company revealed that propagandists leveraged their AI tools to create texts for social media posts and comments that were published on behalf of Rybar, a prominent pro-Russian Telegram channel and information network. The operation also generated content that purportedly came from various locations around the world to create the illusion of widespread support for Russian narratives.

“We banned a set of ChatGPT accounts that were linked to the Rybar network on Telegram and X. At least some of the accounts likely originated in Russia,” OpenAI stated in their report. “The network generated content that was posted across the internet, sometimes by Rybar-branded accounts, and sometimes by social media accounts that bore no declared relationship to Rybar.”

While the blocked users communicated with each other in Russian, they produced propaganda materials in multiple languages, including English and Spanish, significantly expanding their reach. The content consistently praised Russia and its allies, particularly Belarus, while criticizing Ukraine and Western nations.

The investigation also uncovered more ambitious interference operations targeting African nations. One of the banned accounts attempted to design information and psychological operations aimed at influencing political processes and elections across the continent. Evidence suggested the network was working to build a network of agents and planned to organize large-scale events and protests in the Democratic Republic of the Congo, Cameroon, Burundi, and Madagascar.

The financial scale of these operations appears substantial, with the reported budget for propaganda activities in Africa reaching $600,000. The United States government has previously announced a reward of up to $10 million for information related to the Rybar network, underscoring the seriousness with which Western authorities view these influence operations.

Ukraine’s Center for Countering Disinformation has repeatedly warned about Russian propaganda tactics that systematically attempt to discredit Ukraine and its armed forces. A common technique involves spreading fabricated claims that link Ukrainian soldiers to various criminal incidents to undermine international support for the country.

The investigation also highlighted how the propagandists have embraced cutting-edge AI technology. Beyond text generation, the network allegedly used OpenAI’s Sora video generation tool to develop plans for information and psychological operations and create related video materials. This represents an escalation in the sophistication of disinformation techniques.

On social media platforms, AI-generated videos featuring individuals posing as Ukrainian military personnel have begun appearing. These videos typically show soldiers emotionally describing desperate conditions, including lack of food and equipment, in an attempt to demoralize Ukrainian forces and diminish international confidence in Ukraine’s military capabilities.
