Russian propaganda efforts in November are expected to focus heavily on undermining Western sanctions and ramping up nuclear threats, according to a recent alert from Ukraine’s Center for Countering Disinformation.

The center, which operates under Ukraine’s National Security and Defense Council, has issued a warning about specific propaganda campaigns likely to dominate Russian messaging in the first half of November. Officials predict an intensified push to discredit economic sanctions imposed by the European Union and the United States.

“Russian propaganda will concentrate on campaigns aimed at discrediting EU and U.S. sanctions and issuing new nuclear threats against Western nations,” the center stated in its report. Intelligence analysts anticipate widespread promotion of narratives claiming that sanctions “have no impact on Russia’s economy” while simultaneously “harming Europeans and Americans themselves.”

This messaging strategy represents a continuation of Russia’s long-standing efforts to undermine Western unity on sanctions policy. Since the full-scale invasion of Ukraine began in February 2022, Moscow has consistently sought to create divisions between Western allies by emphasizing economic hardships resulting from sanctions, particularly in relation to energy prices and inflation.

The center’s report highlights particular concern about an escalating campaign of nuclear intimidation. Russian propaganda is expected to emphasize what it calls Russia’s “unprecedented military superiority,” with special focus on its nuclear arsenal. Beyond sanctions and nuclear posturing, Ukrainian officials anticipate several additional propaganda thrusts. Another expected focus involves efforts to discredit the activities of the Coalition of the Willing, an international alliance supporting Ukraine. By undermining public perception of this coalition, Russian propaganda seeks to weaken international resolve for continued assistance to Ukraine.

Ukrainian officials also predict targeted disinformation regarding Ukraine’s 2026 state budget. Such campaigns typically aim to portray Ukraine as financially unstable and dependent on Western funding, potentially reducing public support for aid packages in donor countries.

The center specifically mentioned the continuation of what it calls the “Black Winter” intimidation campaign. This effort, which gained prominence in previous years, centers on creating fear about energy shortages and economic hardship during winter months, particularly in European countries that have reduced their dependence on Russian energy supplies.

These warnings come as Ukraine continues to defend against both physical and information warfare components of Russia’s aggression. The Center for Countering Disinformation plays a crucial role in identifying and publicizing Russian information operations, helping both Ukrainian citizens and international allies recognize and counter propaganda narratives.

As winter approaches and electoral changes unfold in key allied nations, Ukraine faces the dual challenge of maintaining battlefield momentum while countering sophisticated information warfare designed to erode its international support.
