Northern Ireland Education Minister’s Israel Visit Sparks Political Controversy

Northern Ireland’s education minister Paul Givan has drawn sharp criticism for his six-day tour of Israel, with the chair of Stormont’s Education Committee describing it as a “propaganda mission.”

Nick Mathison of the Alliance Party questioned Givan’s judgment in accepting a trip funded by the Israeli government, particularly given the ongoing conflict in Gaza. “The fact that the voices of the people of Gaza are completely silent in anything we’re hearing from the education minister coming from Israel is very concerning,” Mathison told BBC Radio Ulster’s The Nolan Show.

Givan, a Democratic Unionist Party (DUP) assembly member, is part of a delegation of unionist politicians including Sammy Wilson (DUP), Steve Aiken (Ulster Unionist Party), and Ron McDowell (Traditional Unionist Voice). The group has shared photos of their tour, which included visits to the Holocaust National Memorial Centre, Israel’s Ministry of Foreign Affairs, and meetings with Israeli victims of Hamas attacks.

The Department of Education has confirmed that Givan was “invited by the government of Israel to participate in an official visit as part of a delegation of representatives from Northern Ireland.” What has particularly inflamed tensions is the department’s promotion of Givan’s visit to Ofek School in Jerusalem on its official channels, where he met with staff, students, and representatives from the Israeli Ministry of Education.

Dr. Graham Gault of the National Association of Head Teachers expressed concern about this promotional activity, saying the department should maintain “political neutrality” and avoid communications that could be perceived as “leaning one political way or another.”

The timing of the visit has drawn additional criticism. The body representing Northern Ireland’s main teaching unions condemned Givan for visiting Israel amid international condemnation of its actions in Gaza, where the military campaign following the Hamas-led attack of October 7, 2023, has resulted in more than 68,500 Palestinian deaths, according to the territory’s Hamas-run health ministry.

Sinn Féin MLA Cathy Mason has submitted formal questions regarding the trip, stating that Givan has “chosen to visit Israel at a time when that very same state is committing genocide against the Palestinian people.” She added, “Meanwhile, schools here continue to lurch from crisis to crisis… Israel has bombed nearly every school in Gaza out of existence and murdered tens of thousands of children.”

The controversy has escalated with People Before Profit MLA Gerry Carroll announcing he will submit an assembly motion of no confidence in Givan. “The Department of Education has been actively promoting the minister’s visit, which is totally inappropriate. This trip is clearly politically motivated,” Carroll said, adding that the timing was particularly inappropriate as “the Education Authority revealed a £300m black hole in its budget.”

On Wednesday, Derry City and Strabane District Council passed a proposal calling for Givan’s immediate resignation. People Before Profit councillor Shaun Harkin, who put forward the proposal, described the trip as “a disgrace” and “a propaganda stunt designed to whitewash and normalise genocide.” The motion passed by 28 votes to seven with one abstention, supported by Sinn Féin and SDLP councillors but opposed by DUP and UUP representatives.

The DUP has defended the visit, stating that it “comes at no cost to UK taxpayers” and noting that their representatives have been transparent about their engagements in Israel.

This political firestorm comes against the backdrop of the ongoing conflict in Gaza, which began after Hamas’s attack on Israel on October 7, 2023, in which about 1,200 people were killed and 251 abducted. Last month, the world’s leading association of genocide scholars declared that Israel is committing genocide in Gaza, though the UN and some Western nations have stated they would only consider a ruling by a court as authoritative on the matter.

Education correspondent Robbie Meredith notes that the unified criticism from teaching unions is highly unusual. “It is very rare for all of the unions to criticise a minister – and comment on world affairs – so directly,” he writes, adding that union leaders had received numerous concerns from members about the minister’s visit and its publicity.
