Russia’s Peace Rhetoric Masks Aggression, Warns Lithuanian Media Expert
Russia has long concealed its aggressive actions under the guise of peacekeeping efforts, according to Dainius Radzevičius, Lithuania’s media ombudsman. He argues that Europe must recognize this deceptive narrative and work to strengthen societal resilience against such propaganda tactics.
Speaking during an online roundtable discussion hosted by Ukrinform titled “Ukraine in the Great War with Russia: The Experience That Is Changing Europe’s Defense,” Radzevičius highlighted how Russian disinformation tactics date back to the Soviet era. These narratives typically frame military deployments as peacekeeping missions, creating a significant challenge for those working to counter Russian propaganda.
“Europe, and especially the European Union, were created for peaceful people. I would say that this beautiful lifestyle is our main value,” Radzevičius explained. “We have a generation of people who do not want to fight for anything. But when it comes to Russian propaganda about fighting for peace with the use of the army – this is a new narrative.”
The media expert emphasized that European societies must develop the ability to identify these manipulative narratives and boost their collective resilience. This effort is particularly crucial among younger generations who need to understand the importance of defending democratic values and transparency.
“We must talk about this with the younger generation who are ready to fight for democracy and freedom,” he added.
Research conducted across European Union member states reveals a notable regional divide in attitudes toward national defense. In Northern Europe and the Baltic states, which share borders with Russia, significant portions of the population express willingness to take up arms to defend their countries if necessary. This stands in contrast to some Western European nations, where there’s growing sentiment toward avoiding escalation and pursuing diplomatic solutions.
Radzevičius dismisses the notion that purely peaceful approaches will succeed against an adversary using disinformation tactics. “That won’t happen,” he stated bluntly when discussing expectations of peaceful resolution. “I cannot provide you with concrete tools on how to fight such disinformation. But we, for example, have special lessons, programs, trainings for youth and games even with young children on the topic of hybrid attacks.”
The Baltic states – Lithuania, Latvia, and Estonia – have become increasingly vigilant against Russian influence operations following Russia’s annexation of Crimea in 2014 and the full-scale invasion of Ukraine in 2022. These countries, which were formerly occupied by the Soviet Union, have implemented some of Europe’s most comprehensive media literacy and disinformation awareness programs.
Radzevičius described his role as analyzing Russian disinformation tactics and providing guidance on building societal dialogue that recognizes the danger of trusting adversaries who speak of peace while pursuing aggressive policies. His warnings come at a critical time when Russian propaganda continues to target European audiences with narratives designed to undermine support for Ukraine and weaken NATO’s cohesion.
The discussion highlights the broader challenges facing Europe as it confronts hybrid warfare tactics that blend conventional military threats with sophisticated information operations. Experts increasingly recognize that countering such threats requires not just military preparedness but also societal resilience and media literacy.
As the conflict in Ukraine continues to reshape European security perceptions, the battle against disinformation remains a crucial front in defending democratic institutions across the continent.
