Russia Stages Propaganda Campaign on “DPR” Anniversary, Concealing Truth of 2014 Occupation
Russian authorities have launched an extensive propaganda operation across occupied Donetsk to commemorate what they call the 12th anniversary of the self-proclaimed “Donetsk People’s Republic” (DPR), according to Ukraine’s Center for Countering Disinformation (CCD).
The campaign, reported by the CCD under Ukraine’s National Security and Defense Council, features orchestrated motor rallies, mass gatherings, and various “patriotic” activities throughout the temporarily occupied territory. One heavily publicized event in Donetsk involved arranging trucks to form the number “12,” symbolizing the years since the initial declaration of the separatist entity in 2014.
Ukrainian officials note that these commemorative events are carefully crafted to promote narratives about the “historical choice of Donbas” and the supposed “will of the people” in breaking away from Ukraine. However, the CCD emphasizes that Russian propagandists deliberately omit critical historical facts about the region’s seizure.
“Russian propaganda conceals key facts, particularly the role of Russian militants and special forces who in 2014 arrived in large numbers from Russia and participated in the seizure of administrative buildings in the Donetsk region,” the CCD stated via Telegram. “These actions became the starting point for the subsequent occupation of the region.”
Before Russian intervention in 2014, the Donetsk region stood as one of Ukraine’s industrial powerhouses, featuring robust economic output and well-developed infrastructure. This history is notably absent from current Russian narratives. Instead, the CCD reports that under nearly a decade of occupation, the once-thriving region has deteriorated significantly.
“During the years of occupation, the region has degraded to the level of a depressed ‘Russian hinterland,'” the CCD observed.
The propaganda campaign appears particularly targeted at younger residents who have spent their formative years under occupation. These youth represent a strategic demographic for Russian influence operations, as they have limited or no memory of life in Ukrainian-controlled Donetsk.
“Active involvement of young people in such events has a very pragmatic goal,” the CCD explained. “These individuals have grown up under occupation and do not remember life in the Ukrainian Donbas. Therefore, it is easier for the occupying authorities to impose a distorted perception of the events of 2014 and present-day reality.”
The anniversary celebrations coincide with reports that occupation authorities plan to develop “military-historical tourism” in the region, likely another effort to solidify Russian control through revised historical narratives.
The situation in Donetsk exemplifies Russia’s broader information warfare strategy in occupied Ukrainian territories. By controlling the historical narrative and staging public demonstrations of supposed popular support, occupation authorities attempt to legitimize their presence and normalize the illegal annexation.
International organizations have consistently condemned Russia’s occupation of parts of eastern Ukraine since 2014. The ongoing propaganda campaigns represent just one aspect of Russia’s hybrid warfare tactics that combine military occupation with psychological operations designed to undermine Ukrainian sovereignty and rewrite recent history.
The CCD continues to monitor and expose such disinformation campaigns as part of Ukraine’s broader efforts to counter Russian propaganda throughout the temporarily occupied territories.
