The approach mirrors strategies employed by Iranian-backed groups across the Middle East, including Hezbollah in Lebanon and Hamas in Gaza. “Iran uses civilians as human shields for propaganda purposes,” Ruhe noted. “It cares nothing for the safety and fate of its own people. It wants to portray the country as undaunted and willing to sacrifice for victory. And if civilians are killed, all the better for the regime’s political goals.”

This episode underscores Iran’s sophisticated information warfare capabilities, which some regional experts consider more advanced than those of its proxy forces in Lebanon, Gaza, and Yemen. The United States and our partners will be part of this intended audience, too.”
