The Department of Homeland Security has come under scrutiny for releasing propaganda videos that critics say deliberately misrepresent immigration enforcement operations in Chicago, according to MSNBC National and Political Correspondent Jacob Soboroff.
In an investigative report, Soboroff revealed how DHS has been creating and distributing videos that portray Immigration and Customs Enforcement (ICE) operations in Chicago as primarily targeting dangerous criminals, when the reality on the ground appears markedly different.
“What we’re seeing is a calculated effort to shape public perception through selective imagery and messaging,” Soboroff explained. “The videos highlight arrests of individuals with serious criminal backgrounds while downplaying the much larger number of detentions involving people with minor or no criminal histories.”
The report comes amid intensified immigration enforcement operations in Chicago and other major cities, where ICE agents have conducted widespread raids in immigrant communities. Local officials and community leaders have reported that these operations have caused widespread fear and disruption among immigrant populations.
According to data obtained by MSNBC, despite the emphasis on criminal apprehensions in official communications, a significant majority of those detained in recent operations have no violent criminal records. Many are individuals who have lived and worked in their communities for years, whose only violation relates to immigration status.
“The disconnect between the narrative being pushed by these propaganda videos and what’s actually happening is striking,” Soboroff noted. “Communities are being terrorized while the official messaging suggests this is simply about removing dangerous criminals from neighborhoods.”
Chicago Mayor Brandon Johnson has criticized the operations, stating that they undermine community trust and public safety by making immigrant communities reluctant to interact with any government officials, including local police.
The propaganda videos, which have been distributed on official DHS social media channels and to media outlets, typically show armed ICE agents apprehending individuals described as having serious criminal convictions. However, community advocates monitoring the operations report that most raids target individuals with administrative immigration violations rather than criminal charges.
Immigration policy experts point out that this discrepancy between messaging and reality is not new but has intensified in recent months. The current administration has made immigration enforcement a central policy focus, with officials repeatedly emphasizing the criminal threat narrative.
“What makes these videos particularly effective as propaganda is that they contain elements of truth – yes, some individuals with serious criminal records are being apprehended – but they present this as the primary focus when data suggests otherwise,” said Maria Sanchez, an immigration policy analyst at the Center for Migration Studies.
Legal advocates working with detained immigrants report that many of those swept up in Chicago operations are individuals who have been residing in the United States for years, often with American-born children and deep community ties.
“These are parents being separated from their children, workers being removed from their jobs, and community members being taken from their neighborhoods,” said Carlos Ramirez of the Chicago Immigrant Legal Defense Coalition. “The videos create a false impression that justifies these actions to the public by emphasizing criminality.”
The report also highlighted that many immigrant communities in Chicago have reported excessive force and intimidation tactics during ICE operations, with agents sometimes entering homes without proper warrants or consent.
DHS officials defended the videos as accurate representations of their enforcement priorities, insisting that public safety remains their primary concern. However, they declined to provide comprehensive data on the criminal histories of those detained in recent operations.
As immigration enforcement continues to intensify across major metropolitan areas, the gap between official messaging and ground realities has become a flashpoint in the national immigration debate, with advocates calling for greater transparency and accountability in how these operations are conducted and portrayed to the public.
