Ex-Swiss Intelligence Officer to Appeal EU Sanctions for Pro-Russian Propaganda Claims
Jacques Baud, a former agent of the Swiss Federal Intelligence Service (FIS), plans to challenge sanctions imposed on him by the European Union over allegations of spreading pro-Russian propaganda related to the war in Ukraine.
Speaking to Keystone-SDA on Tuesday, Baud confirmed his legal team will appeal directly to the Council of the European Union. He also intends to lodge a separate appeal with the EU Court of Justice, seeking to overturn the sanctions that were imposed on December 15.
Baud, who currently resides in Brussels, revealed he received a call from the Swiss ambassador in The Hague on Monday regarding the situation. However, he expressed disappointment with the limited assistance provided.
“All she gave me were links to the EU page dealing with these sanctions and appeals procedures in general, which I already knew about, but she gave me no information about what Switzerland was doing or planning to do,” Baud told the news agency.
The sanctions against Baud come amid increasing EU efforts to counter what it considers Russian information warfare across Europe. As a former intelligence official and strategic analyst, Baud’s case has drawn particular attention due to his previous role in Switzerland’s security establishment.
Meanwhile, the Swiss Foreign Ministry stated in Monday’s edition of the NZZ newspaper that it was seeking information from relevant authorities about available appeals procedures for Baud to contest the EU’s decision.
Switzerland itself has indicated it will not adopt the EU sanctions against its former intelligence officer. This position highlights the sometimes complex relationship between Switzerland and EU foreign policy, despite the close alignment on many other Russia-related sanctions since the Ukraine war began.
The case raises significant questions about free speech boundaries in relation to the Ukraine conflict, and the extent to which Western nations are willing to restrict commentary they view as supportive of Russian narratives.
The EU’s decision to sanction a retired intelligence official from a non-EU country also represents an unusual diplomatic development, reflecting the heightened tensions surrounding information warfare in the context of the ongoing conflict in Ukraine.
As the legal challenge proceeds, the case will likely draw attention to the mechanisms available for individuals to contest EU sanctions and the criteria used to determine what constitutes “pro-Russian propaganda” in Western discourse about the war.

It’s concerning to see a former intelligence officer facing such sanctions. I hope the legal process is fair and transparent, regardless of one’s views on the Russia-Ukraine conflict.
Agreed. Upholding the rule of law and due process is critical, even in sensitive national security matters.
Interesting case of a former Swiss intelligence officer challenging EU sanctions over pro-Russia propaganda claims. It will be worth watching how this unfolds, given the complexities around information warfare and national security.
I’m curious to see the legal arguments Baud’s team will make in appealing the sanctions. The EU’s efforts to counter perceived Russian disinformation raise important questions around free speech and national sovereignty.
Indeed, navigating the balance between national security and civil liberties is a delicate challenge. The outcome of this case could set an important precedent.
As someone with a background in the intelligence community, Baud’s perspective on the Russia-Ukraine conflict likely differs from the mainstream narrative. While concerning if he did spread disinformation, he deserves a fair hearing to make his case.
