The Maharashtra Anti-Terrorism Squad (ATS) has arrested an engineering student from Mumbai for allegedly disseminating propaganda materials linked to banned terrorist organizations, officials confirmed Thursday. Two additional individuals are currently under investigation in connection with the case.

Following intelligence about online radicalization activities, the ATS conducted coordinated search operations across multiple locations in Mumbai. The investigation led to the registration of a case under the Unlawful Activities (Prevention) Act (UAPA) and the subsequent arrest of engineering student Ayan Sheikh.

During the raids, authorities seized several electronic devices, including Sheikh’s laptop and mobile phones, which have been sent for forensic examination. According to officials, Sheikh had previously attracted attention from security agencies for his alleged association with extremist content circulating on social media and encrypted messaging platforms.

“The ATS had received specific intelligence inputs regarding the dissemination of propaganda related to banned terror outfits such as Jaish-e-Mohammed and Islamic State. Based on the information, coordinated search operations were conducted late Monday night at premises in Kurla, Govandi and Shivaji Nagar in Mumbai,” an ATS official stated.

Investigators reportedly discovered numerous audio and video clips linked to Jaish-e-Mohammed chief Masood Azhar on Sheikh’s devices. The official noted that Sheikh was active on encrypted messaging platforms and Telegram channels where extremist content was regularly shared.

“Multiple chats were also recovered, suggesting attempts to promote terrorist recruitment. He allegedly shared extremist material, attempted to recruit individuals and may have been involved in facilitating funding for extremist activities,” the official added.

The investigation revealed that Sheikh had allegedly attempted to radicalize two other engineering students, described as his close friends, by exposing them to extremist content and adding them to Telegram groups disseminating propaganda from JeM and ISIS. During subsequent raids in Govandi and Kurla, authorities found evidence that these individuals had accessed the extremist material shared by Sheikh.

Investigators clarified that while these two individuals had viewed the content, they were not actively involved in terror-related activities. Their statements have been recorded as part of the ongoing investigation.

Following several hours of interrogation, Sheikh reportedly revealed suspicious communications with foreign handlers and individuals connected to banned terrorist organizations, including Jaish-e-Mohammed and ISIS. Sources indicate that numerous foreign nationals and suspected facilitators were participants in these encrypted messaging groups, believed to be associated with sleeper networks and recruitment cells.

Officials noted that the encrypted groups included active members from various states across India. Records show these individuals frequently exchanged extremist content, radicalization guidance, and instructions related to recruiting new members.

The ATS is currently analyzing digital evidence to map the network, identify individuals undergoing radicalization, and trace operational links with potential local sleeper cells. The digital evidence and communication records have been shared with agencies in other states to coordinate a broader investigation and prevent potential recruitment at the local level.

“The ATS is also probing Sheikh’s financial transactions and digital trail to identify funding channels and logistical support allegedly used for extremist activities,” the official said.

This case highlights the growing concern among Indian security agencies about online radicalization, particularly among educated youth. In recent years, terrorist organizations have increasingly utilized encrypted messaging platforms to spread propaganda and recruit new members, posing significant challenges for counter-terrorism efforts.

The accused will appear before a special court in Mumbai on Friday. Officials indicated that additional arrests might follow as the investigation progresses and more connections are uncovered.
