In a significant challenge to one of the internet’s most trusted information sources, the World Jewish Congress (WJC) released a detailed report Tuesday exposing what it describes as pervasive bias and extremist content on Arabic-language Wikipedia.

The report, titled “Captured Knowledge: Systematic Bias, Hostile Actors, and Governance Failures on Arabic Wikipedia,” documents patterns of biased editing, terrorist propaganda, and governance breakdowns that have allowed extremist narratives to flourish on the platform, particularly regarding content related to Israel, Judaism, and the Israeli-Palestinian conflict.

According to the findings, articles covering sensitive topics like the October 7, 2023 terrorist attacks systematically violate Wikipedia’s core neutrality policies. The investigation revealed that over 25% of citations in key articles originate from sources affiliated with designated terrorist organizations, with some articles sourcing more than half their content from Hamas, Hezbollah, or other extremist propaganda platforms.

“This report demonstrates that one of the world’s most trusted knowledge platforms is being systematically manipulated to promote extremist narratives,” said Yfat Barak-Cheney, Executive Director of the World Jewish Congress’ Institute for Technology and Human Rights (TecHRI).

The analysis highlights concerning language patterns throughout the Arabic Wikipedia. Terrorist organizations like Hamas and Palestinian Islamic Jihad are frequently framed as legitimate “resistance movements,” while attacks on civilians are euphemistically labeled as “martyrdom operations.” Some articles even celebrate suicide bombings as historical achievements and refer to designated terrorists as “martyrs.”

Perhaps more troubling are the governance failures documented in the report. The WJC found evidence that influential Wikipedia administrators have publicly rejected the platform’s neutrality principle as a “Western concept.” Editors who attempt to introduce more balanced language or verifiable facts have reportedly been blocked or banned from the platform.

These findings raise serious concerns beyond Wikipedia itself. As one of the internet’s most referenced knowledge bases, Wikipedia content is increasingly used to train artificial intelligence models and inform search engine results. This means biased or extremist content can potentially propagate through multiple information systems, reaching far wider audiences than the Wikipedia platform alone.

“When terrorist propaganda and hate-driven narratives are allowed to masquerade as neutral information, the consequences extend far beyond Wikipedia itself,” Barak-Cheney noted. “These distortions shape public understanding and views of Jews and Israelis across the Arabic-speaking world.”

The timing of the report is particularly significant given the growing integration of online information sources with AI systems. As generative AI platforms increasingly rely on Wikipedia and similar knowledge repositories to formulate responses, ensuring the accuracy and neutrality of these sources becomes more critical than ever.

The World Jewish Congress has outlined specific recommendations for addressing these issues. It calls on the Wikimedia Foundation to enforce existing neutrality standards, remove administrators who enable extremist content, and implement stronger monitoring mechanisms for terrorism-related content.

The report also urges technology companies and search engines to implement safeguards when incorporating Wikipedia content into AI training data and information retrieval systems until meaningful reforms take effect.

The Wikimedia Foundation, which operates Wikipedia, has previously emphasized its commitment to maintaining neutral and accurate information across all language versions of the platform. The WJC indicated it has engaged with the Foundation regarding these concerns and intends to continue working toward addressing the documented issues.
