The campaign, detected by Model Republic, revealed numerous prominent conservative social media personalities sharing nearly identical messaging against the bill – complete with matching language and typos. This pattern bears hallmarks of what media critics call “astroturfing,” where orchestrated messaging masquerades as grassroots opinion.

Introduced in December, the AI Overwatch Act had gained limited traction until this sudden surge of opposition appeared across social media platforms. The legislation aims to tighten controls on exports of cutting-edge AI technology, particularly to countries like China, which has been a focus of U.S. national security concerns.

Model Republic’s investigation points to potential involvement from Influenceable, a public relations firm previously documented to pay conservative influencers for coordinated content without proper disclosure. “Several of the accounts quoted above have documented or apparent ties to previous campaigns run by Influenceable,” the report noted, while acknowledging they couldn’t definitively confirm the firm’s involvement in this specific instance.

This technique of message amplification follows a well-established playbook. Similar campaigns emerged during debates over TikTok restrictions, when Facebook lobbyists reportedly spread alarming narratives aimed at banning a competitor. The telecommunications industry employed comparable tactics to derail Gigi Sohn’s FCC appointment by portraying the media reformer as an extremist.

The funding source behind this current campaign remains unclear. Microsoft has publicly supported the Overwatch Act – possibly because, as some analysts suggest, the company may have influenced its drafting. Meanwhile, China opposes such restrictions, and most technology companies generally resist any form of AI regulation.

The tech industry has consistently fought against various regulatory proposals, including environmental controls on data centers, labor protections related to AI implementation, and ethical guidelines for artificial intelligence development.
