Wyoming Governor Signs Six-Week Abortion Ban, Adding to National Restrictions

Wyoming has joined a growing list of states with strict abortion limits after Governor Mark Gordon signed legislation banning abortions once embryonic cardiac activity can be detected, typically around six weeks of pregnancy. The restriction often takes effect before many women realize they are pregnant.

The new law makes Wyoming the fifth state to implement restrictions at this early stage of pregnancy, alongside Florida, Georgia, Iowa, and South Carolina. Thirteen additional states have enacted near-total abortion bans with limited exceptions.

In a letter to lawmakers, Gordon, a Republican, expressed reservations about the bill’s lack of exceptions for pregnancies resulting from rape or incest. “Where the act does not align to my pro-life stance is in the concern for specific vulnerable populations,” he wrote.

The legislation does include an exception in cases where a pregnancy poses an imminent danger to a woman’s life or health, based on medical judgment.

Gordon acknowledged the likelihood of legal challenges to the new law. “The other issue is that the law very likely puts us back in the all too familiar and unfortunate territory of pro-life litigation,” he stated. Wyoming’s Supreme Court already struck down a more comprehensive abortion ban in January of this year.

Julie Burkhart, president of Wellspring Health Access, Wyoming’s only clinic providing both surgical and medication abortions, immediately announced plans to challenge the ban. “This ban is an attack on Wyomingites’ constitutional freedom to make their own health care decisions, and it puts the health and well-being of our communities at risk,” she said in a statement released shortly after the governor’s signing.

Wyoming’s abortion landscape has been in flux in recent years. In 2022, the state’s only abortion clinic was damaged in an arson attack, delaying its opening and temporarily limiting services to medication abortions only. According to state Health Department records, 625 abortions were performed in Wyoming in 2024, the most recent year with compiled data.

Katie Knutter, executive director of the Casper-based clinic, reported providing 303 abortions in 2025. Following the governor’s signing, clinic staff began referring patients further along in their pregnancies to providers in neighboring states.

The national patchwork of abortion access has been rapidly evolving since the U.S. Supreme Court’s landmark 2022 decision in Dobbs v. Jackson Women’s Health Organization, which overturned Roe v. Wade and eliminated the federal constitutional right to abortion. This ruling returned authority over abortion regulations to individual states, resulting in a divided country where access varies dramatically based on geography.

Wyoming’s six-week ban represents the latest development in the ongoing national debate over reproductive rights, with state legislatures and courts continuing to define the boundaries of abortion access across the country. With legal challenges already being prepared, the law’s ultimate implementation remains uncertain as Wyoming courts will likely once again weigh in on the constitutionality of the state’s abortion restrictions.
