A liberal-funded initiative pushing for Virginia’s congressional redistricting has received over $38 million from left-wing donors in the past three months, including $5 million from George Soros’ Fund For Policy Reform. The effort aims to influence the April 21 referendum that could dramatically reshape Virginia’s political landscape.

According to data from the Virginia Public Access Project (VPAP), Virginians for Fair Elections, the group spearheading the “yes” vote campaign, has attracted significant financial backing from prominent Democratic organizations. If successful, the initiative could transform Virginia’s current congressional makeup from a relatively balanced 6 Democrats and 5 Republicans to a heavily Democratic-leaning map with 10 Democratic districts and just one Republican district.

The redistricting push comes in response to similar mid-decade redistricting efforts by Republicans in Texas that significantly altered that state’s electoral maps. Virginia Democrats view this as a necessary counter-measure in an increasingly competitive national political environment.

Among the major contributors to the Virginia redistricting effort are the nonprofit arm of House Democrats’ House Majority PAC, which donated $20 million, and The Fairness Project, which contributed approximately $10 million. Senator Tim Kaine’s leadership PAC provided $100,000, while the Democratic Party of Virginia contributed nearly $500,000. Other significant donations included $1 million from the Global Impact Social Welfare Fund and another $1 million from American Opportunity Action.

In stark contrast, the opposition group, Virginians For Fair Maps, has raised just over $3 million from only two sources: $560,000 from the Republican Party of Virginia and $2.5 million from an organization sharing the same name.

Despite Democrats’ overwhelming fundraising advantage, the referendum outcome remains uncertain. Early voting began on March 6, and turnout in Republican-leaning counties has been unexpectedly high compared to November’s election, when Democrats performed strongly across the state with Abigail Spanberger winning the governorship and Jay Jones securing the attorney general position.

Some Virginia Democrats have expressed concerns about the campaign’s messaging strategy. Beth Macy, a Democratic congressional candidate in one of the five House districts currently held by Republicans, told Politico that Democrats “gotta stop bringing a spork to a knife fight.” She suggested Governor Spanberger should take a more active role as spokesperson for the redistricting effort given her strong electoral performance.

The Soros network’s influence extends beyond this redistricting battle. His organizations have backed numerous progressive district attorneys nationwide, with data from the Law Enforcement Legal Defense Fund indicating that by 2022, approximately one in five Americans lived in jurisdictions with a Soros-linked prosecutor. In Virginia specifically, Soros’ Democracy PAC contributed at least $500,000 to Spanberger’s gubernatorial campaign and Jones’ attorney general race, while also funding several left-leaning district attorneys throughout the state.

The Fairness Project defended the redistricting effort, with spokesperson Alexis Magnan-Callaway stating: “No one wanted to take this action, but in a democracy, we can’t let entire states rig their congressional maps just to bend to the will of one person. We have to respond. This amendment is a temporary, one-time exception that gives Virginia voters a voice and meets the needs of the current moment.”

The referendum vote on April 21 will ultimately determine whether Virginia’s congressional districts will be redrawn, potentially shifting the balance of power in Congress as both parties prepare for future electoral battles.
