California Lawmaker’s Qatar Trips Raise Ethics Questions Amid Gubernatorial Bid

California Representative Eric Swalwell, who is running for governor, made at least six trips to Qatar funded by organizations with ties to the Gulf state between 2020 and 2024, according to House financial disclosures reviewed by Fox News Digital.

The pattern of Qatar-sponsored travel has continued despite previous criticism Swalwell faced over a 2021 trip to the emirate that cost approximately $84,000 and included other lawmakers. That journey gained public attention after Business Insider published photos showing a shirtless Swalwell and then-Representative Ruben Gallego riding camels along the Persian Gulf during their stay at Doha’s Four Seasons hotel.

While not illegal, such privately funded foreign trips exist in what ethics experts describe as an “ethical gray area,” potentially providing powerful foreign interests opportunities to influence American lawmakers. At the time of the 2021 trip, Swalwell served on the House Intelligence Committee, while Gallego was a member of the House Armed Services Committee.

The Qatar-sponsored visits were organized either directly by the Embassy of Qatar or the U.S.-Qatar Business Council. When contacted about these trips, the media attaché at Qatar’s Embassy in Washington defended the practice, stating that congressional visits to Doha are “a routine and longstanding practice across administrations and parties.”

“These exchanges are part of broader efforts to strengthen bilateral ties, foster mutual understanding, and provide opportunities for policymakers to engage directly with counterparts in the region,” said Ali Al-Ansari. “All travel is conducted in full compliance with applicable U.S. laws and disclosure requirements, and is transparently reported.”

Qatar has faced international scrutiny for years over its alleged ties to Hamas. Last year, the Gulf nation threatened retaliation against Israel after Israeli airstrikes targeted Hamas leaders in Doha, including individuals responsible for the terrorist organization’s finances and West Bank operations.

These Qatar connections represent just one aspect of Swalwell’s foreign relationship controversies. His gubernatorial campaign has also received significant donations from lawyer Keliang “Clay” Zhu, who has been criticized for his anti-American advocacy and connections to a law firm with deep ties to the Chinese Communist Party.

Additionally, Fox News Digital previously reported on a 2013 Facebook post from China’s San Francisco consulate showing then-freshman Representative Swalwell meeting with a senior CCP diplomat. This meeting occurred during the same period when Swalwell was allegedly targeted by Chinese espionage efforts through his relationship with Christine “Fang Fang” Fang, a Chinese national who worked closely with his campaign.

When asked about these foreign connections, Steve Hilton, a Republican gubernatorial candidate and former Fox News host, called the pattern “corrupt.”

“You shouldn’t be bought by foreign governments,” Hilton told Fox News Digital. “We are sick of all these corrupt career politicians being bribed by foreign governments. They’re supposed to be representing us, not other countries.”

Swalwell’s office did not respond to requests for comment regarding the Qatar trips, though he has previously defended himself against criticism about his ties to Fang Fang, dismissing it as a “decade-old story” that is “nonsense.” According to Swalwell, “the air was cleared immediately by the FBI when there was even a suggestion of wrongdoing.”

Despite these controversies, Swalwell’s gubernatorial campaign has gained momentum with endorsements from powerful California labor organizations, including the California Teachers Union, the SEIU’s state council, the United Food and Commercial Workers, and the statewide firefighters union.

Hilton suggested that Swalwell is emerging as the establishment choice in a fragmented Democratic field. “I’ve always had a sense that the machine, to a certain extent, would get behind one candidate and I’ve always thought that one candidate would be Swalwell because he’s a useful puppet,” Hilton said.
