North Carolina GOP Lawmakers to Question Charlotte Leaders Over Public Safety Concerns
North Carolina Republican lawmakers are set to interrogate Charlotte officials Monday regarding crime-fighting strategies and public spending, with particular focus on two high-profile stabbings that occurred on the city’s light rail system in recent months.
The state House oversight committee has summoned Charlotte Mayor Vi Lyles, Charlotte-Mecklenburg Police Chief Estella Patterson, and Mecklenburg County Sheriff Garry McFadden to testify at the Legislative Building in Raleigh. The hearing comes amid mounting Republican criticism of law enforcement practices in the Democratic-led city.
At the center of the controversy are two stabbing incidents that attracted national attention, including comments from former President Donald Trump. In August, Ukrainian refugee Iryna Zarutska was fatally stabbed on Charlotte’s light rail, followed by another non-fatal stabbing on the same transit system in December. Suspects in both cases face charges in both state and federal court.
Committee cochairs cited “serious concerns” about law enforcement staffing, prosecutorial practices, and Charlotte’s overall public safety approach in their invitation letters to city officials. The committee emphasized its responsibility to ensure local governments receiving public funds prioritize resident safety.
Political analysts note that the committee’s public scrutiny serves as an effective platform for Republicans to highlight law-and-order issues ahead of upcoming elections. While the panel can request additional documents from local entities or threaten funding cuts, such actions would require approval from the full General Assembly.
The case of Decarlos Brown Jr., charged in Zarutska’s death, has become particularly contentious. Brown reportedly had more than a dozen prior criminal arrests, and concerns had been raised about his mental health. Republican leaders, including Trump and Vice President JD Vance, have blamed Democratic officials in Charlotte and at the state level for implementing what they characterize as lenient policies that allowed Brown to remain free.
Mayor Lyles described Zarutska’s death as a “tragic failure by the courts and magistrates” and has since announced enhanced safety measures for the city’s light rail system. The incident prompted state legislators to pass a new law prohibiting cashless bail for certain violent crimes and many repeat offenders while mandating mental health evaluations for more defendants.
Just last week, Democratic Governor Josh Stein issued an executive order partly focused on improving mental health treatment for individuals encountered by police and those in detention facilities.
The second light rail attack involved a suspect identified in federal records as Oscar Gerardo Solorzano-Garcia (listed as Oscar Solarzano in state court). According to an FBI affidavit, he is from Central America and had been deported twice since 2018 after being convicted of illegal reentry into the United States.
Both suspects remain in custody. Brown has been ordered to undergo psychiatric examinations in both federal and state court to determine his competency to stand trial. His legal representatives have declined to comment or did not respond to inquiries.
The December stabbing occurred shortly after federal immigration authorities conducted a major enforcement operation in Charlotte and other parts of North Carolina that resulted in hundreds of arrests. Republicans have long criticized Sheriff McFadden, who faces a Democratic primary next month, for allegedly failing to cooperate with immigration agents.
This criticism led to recent state legislation requiring sheriffs to honor federal detention requests for arrested immigrants, allowing immigration authorities to take custody of them.
The committee hearing had been previously postponed while leaders sought guidance on what information about Zarutska’s death could be discussed publicly. A federal magistrate judge granted a request from Brown’s attorneys preventing lawmakers from disclosing details from their client’s case files obtained from local police or the Mecklenburg County district attorney’s office.
