Senate Democrats are preparing to challenge Sen. Markwayne Mullin, R-Okla., during his confirmation hearing Wednesday as he seeks to become the next Homeland Security chief. The hearing before the Senate Homeland Security and Governmental Affairs Committee represents Mullin’s first major hurdle in the confirmation process.

The Department of Homeland Security (DHS) currently remains unfunded during the ongoing partial government shutdown, with Democrats pushing for substantial reforms to the agency’s immigration enforcement operations. Senate Democrats plan to use the hearing to assess Mullin’s willingness to implement changes at the agency, arguing that the department needs more than just new leadership.

“He’s made some pretty incendiary statements that reflect his resistance to reform and would make him unqualified, unless he has a clear explanation and even retraction,” Sen. Richard Blumenthal, D-Conn., told Fox News Digital. Blumenthal emphasized that Mullin “needs to make commitments for reform” and warned that if he fails to commit to “far-reaching and fundamental reform, he should be defeated and rejected.”

The confirmation process is complicated by Mullin’s strained relationship with committee chairman Sen. Rand Paul, R-Ky. When asked about how the hearing might unfold, Paul offered only a cryptic “Come tomorrow, and you’ll find out more.”

Sen. Gary Peters, D-Mich., the committee’s ranking Democrat, indicated he plans to give Mullin fair consideration but wants to understand the nominee’s vision for the agency. “Certainly, I’d like to get his assessment of how he sees things currently and what he might change,” Peters said. “That would be a fair range of questions.”

Senate Republicans are moving quickly to advance Mullin’s confirmation, as President Donald Trump has set a March 31 deadline to have Mullin replace former Secretary Kristi Noem. Despite Democratic resistance, Mullin is likely to clear the committee hurdle and proceed to a full Senate vote later this month.

Senate Majority Leader John Thune, R-S.D., noted that Republican leadership hasn’t had to actively gather votes for Mullin’s confirmation. He expressed surprise that Democrats might oppose a colleague after getting what they had demanded – Noem’s replacement. “He’s got good, strong relationships on the other side of the aisle,” Thune said. “And I mean, this is what the Democrats were clamoring for. They wanted a new change and shake-up in the leadership, and it’s now happening.”

Mullin does have at least one Democratic ally on the committee in Sen. John Fetterman, D-Pa., who quickly endorsed Mullin’s nomination. Fetterman planned to meet with Mullin before the hearing and described their conversations about potential DHS reforms as “an ongoing dialogue.” Defending his cross-party support, Fetterman added, “Is it controversial to talk to members of the opposite party? It might be controversial for some people, but that’s going to be an ongoing dialogue with him. You know, I’ve said it, he’s a good dude, and I got to know him on a CODEL over the years.”

The confirmation battle comes amid a contentious period for DHS, which has been at the center of partisan disputes over immigration policy throughout the Trump administration. Democrats have pushed for significant operational changes to the department’s enforcement approach, while Republicans have generally supported more stringent border security measures.

The outcome of Mullin’s confirmation process could have significant implications for the administration’s homeland security and immigration policies moving forward, as the agency oversees critical functions including border security, immigration enforcement, cybersecurity, and disaster response.
