Louisiana’s attorney general has formally urged the New Orleans Police Department to cooperate with federal immigration authorities, highlighting tensions between state law and local policies amid a major federal immigration operation in the region.

In a letter sent Friday to NOPD Superintendent Anne Kirkpatrick, Attorney General Liz Murrill stated that the department’s current practices could be interpreted as “sanctuary” policies that violate Louisiana state law. The 2024 state legislation explicitly prohibits jurisdictions from adopting and implementing such policies.

“NOPD must ‘use best efforts to support the enforcement of federal immigration law,'” Murrill wrote. “At this time, I recommend that you immediately direct NOPD officers and staff to fully cooperate with ICE and CBP.”

The attorney general’s letter comes just days after the Department of Homeland Security launched “Operation Catahoula Crunch,” a two-month initiative that has deployed approximately 250 Border Patrol agents to New Orleans and surrounding areas. Within 24 hours of its launch, the operation had already resulted in the arrest of dozens of undocumented immigrants described by federal authorities as having criminal backgrounds.

The federal operation has sparked significant local controversy. On Thursday, a New Orleans City Council meeting erupted in chaos as anti-ICE protesters stormed the chambers, shouted down officials, and clashed with police. Video footage showed officers physically removing demonstrators from the building.

Murrill’s letter specifically warned that policies restricting cooperation with Immigration and Customs Enforcement (ICE) could have legal repercussions. “Policies that fundamentally require officers and employees to refuse to cooperate with ICE except in very limited circumstances violate Louisiana law and could subject the offender to felony prosecution for malfeasance,” she stated.

The federal initiative, dubbed “Operation Catahoula Crunch” by DHS but referred to as “Swamp Sweep” by protesters, aims to remove what federal officials describe as “criminal illegal aliens roaming free thanks to sanctuary policies” that prevent local authorities from honoring ICE detention requests.

The operation in New Orleans reflects broader national tensions over immigration enforcement. Similar operations have faced resistance in other cities, including the Twin Cities in Minnesota, where ICE acting director Tom Homan recently vowed to enforce immigration laws “without apology” despite opposition from local officials.

Louisiana’s 2024 law banning sanctuary policies represents part of a growing trend among conservative-led states to compel local cooperation with federal immigration enforcement. These state laws often create complex jurisdictional tensions, particularly in more progressive urban centers where local officials may be reluctant to dedicate resources to federal immigration enforcement.
