Federal authorities have issued an arrest detainer for a Guatemalan man who allegedly murdered a taxi driver in New York earlier this month, the Department of Homeland Security announced Saturday.
Immigration and Customs Enforcement (ICE) officials lodged the detainer for Santos Paulino Vasquez-Ramirez, who is charged with homicide and robbery after allegedly strangling cab driver Aurelio Zhunio-Orbez to death during a fare dispute on December 1 in Brewster, New York.
Zhunio-Orbez’s body was discovered floating in the Croton Falls Reservoir on December 7, six days after the alleged murder. The 66-year-old taxi driver was from Danbury, Connecticut.
“Santos Vasquez Ramirez should’ve never been in our country in the first place and provided the opportunity to gruesomely take the life of Aurelio Zhunio-Orbez,” said DHS Assistant Secretary Tricia McLaughlin in a statement, adding that Vasquez-Ramirez will be transferred to federal custody.
According to DHS officials, Vasquez-Ramirez entered the United States illegally in 2013 during the Obama administration and was subsequently released into the country. An immigration judge issued a final order of removal for him in early 2016, but he remained in the U.S.
Vasquez-Ramirez was arrested and charged with murder and robbery on December 12, according to the Putnam County Sheriff’s Office.
This case highlights the ongoing tensions around immigration enforcement policy. “Open border policies have deadly consequences,” McLaughlin stated. “ICE lodged an arrest detainer with local authorities to ensure this criminal illegal alien is never allowed back into American neighborhoods.”
The detainer request means that if local authorities release Vasquez-Ramirez for any reason, they are asked to notify ICE so the agency can take custody of him rather than releasing him back into the community.
The Trump administration has made immigration enforcement a cornerstone of its policy since returning to office earlier this year. McLaughlin emphasized that under the current administration, “ICE is targeting the worst of the worst” in its enforcement priorities.
In a year-end report released Friday, DHS claimed more than 2.5 million undocumented immigrants have left the U.S. since President Donald Trump took office in January, which the agency characterizes as leading to the “most secure border in American history.”
The report indicates approximately 1.9 million immigrants have self-deported, while more than 622,000 have been forcibly removed from the country during this period.
The case comes amid a broader crackdown on undocumented immigrants with criminal charges or convictions. Earlier this year, DHS launched a “Worst of the Worst” webpage specifically targeting alleged criminal immigrants nationwide.
Local officials in New York have not released detailed information about the evidence against Vasquez-Ramirez or potential motives beyond the fare dispute that allegedly led to the murder.
