Democrat Christian Menefee Wins Texas Special Election, Narrowing GOP House Majority

Former Harris County Attorney Christian Menefee has won a special congressional election in Texas, defeating fellow Democrat Amanda Edwards in Saturday’s runoff to fill the seat left vacant when Democratic Rep. Sylvester Turner died last March.

Menefee’s victory in the left-leaning district will further shrink Republicans’ already razor-thin House majority, bringing the chamber’s balance to 218-214 when he is sworn in. The win comes after the seat had remained vacant for nearly a year.

The special election used Texas’ current district lines, despite the state having redrawn its congressional maps for the 2026 midterms as part of the ongoing redistricting battle between Republicans and Democrats.

Turner, who had served two terms as Houston mayor before winning election to Congress in 2024, had himself filled the seat of the late longtime Democratic Rep. Sheila Jackson Lee. His brief tenure in Congress ended with his death in March 2025.

Menefee, who was endorsed by the Congressional Progressive Caucus Political Action Committee, will join a Democratic caucus eager to challenge the fragile Republican House majority.

House Republican leadership has been increasingly concerned about attendance and maintaining their slim advantage. “They’d better be here,” House Speaker Mike Johnson recently told Republican members. “I told everybody, and not in jest, I said, no adventure sports, no risk-taking, take your vitamins. Stay healthy and be here.”

House Majority Whip Tom Emmer’s office has reinforced this message, advising Republican lawmakers that “outside of life-and-death circumstances,” they are expected to be present on Capitol Hill for votes.

The narrowing majority presents significant challenges for Johnson and Republican leadership as they navigate a divided government. Each absence or potential defection on key votes could derail the Republican agenda, especially on contentious legislation.

This special election is one of four taking place this year that could further impact the House’s balance of power. In New Jersey’s Democratic-leaning 11th Congressional District, eleven candidates are running in the February 5 Democratic primary to fill the seat vacated by Mikie Sherrill, who stepped down after winning November’s gubernatorial election. The winner will face Republican Randolph Mayor Joe Hathaway in an April 16 special election.

In Georgia’s solidly Republican 14th Congressional District, 22 candidates, including 17 Republicans, are competing to replace former GOP Rep. Marjorie Taylor Greene, who resigned four weeks ago. Under Georgia state law, all candidates will run on the same ballot, with a potential runoff on April 7 if no candidate secures more than 50% of the vote.

California will hold a primary on June 2 for the special election in the state’s 1st Congressional District, following the recent death of Republican Rep. Doug LaMalfa. The general election is scheduled for August 4 in this solidly Republican district.

Political tensions have emerged over the timing of these special elections. The White House and congressional Republicans criticized Democratic Gov. Gavin Newsom for scheduling the California special election six months after LaMalfa’s death, while Democrats had similarly complained about Republican Gov. Greg Abbott of Texas waiting eight months to hold the election for Turner’s seat.

As these special elections unfold throughout 2026, both parties will be closely monitoring their impact on the House’s delicate power balance ahead of the critical midterm elections, where control of Congress will be at stake.
