Congressional Democrat Proposes New Federal Reparations Commission for Descendants of Slaves
Progressive Rep. Shri Thanedar of Michigan has introduced legislation that would establish a federal commission to “study and distribute land reparations” for descendants of slaves in the United States. The bill, introduced late last week, currently has no formal backers and faces significant challenges advancing in the Republican-controlled House of Representatives.
“The history of historical injustices against Black Americans by our federal government is nothing short of shameful,” Thanedar told Fox News Digital. “Formerly enslaved families were promised land as a means of securing freedom and self-sufficiency, but these promises were broken, and the devastating economic effects of this broken promise is still felt today.”
Thanedar’s office has not yet provided details on how the legislation would function in practice, leaving questions about eligibility requirements and implementation methods unanswered.
Reparations efforts have gained traction among progressive Democrats in recent years. The concept refers to financial compensation intended to address economic harms that Black Americans’ ancestors experienced during slavery and the subsequent Jim Crow era. Republican lawmakers generally oppose reparations proposals, citing concerns about eligibility determination and arguing that present-day Americans should not bear financial responsibility for historical injustices committed generations ago.
Thanedar, currently serving his second term in Congress, is facing a serious primary challenge from the left ahead of Michigan’s August 2026 primary. State Rep. Donavan McKinney is vying to unseat Thanedar in the heavily Democratic district with the backing of Senator Bernie Sanders (I-Vt.) and the progressive group Justice Democrats, despite Thanedar’s own progressive credentials.
Political analysts note that Thanedar’s support for Israel following Hamas’ October 7, 2023 attack has alienated him from the furthest-left wing of his party, including Rep. Rashida Tlaib (D-Mich.), a fellow member of Michigan’s congressional delegation. Thanedar left the Democratic Socialists of America (DSA), of which Tlaib is a member, after the attack. Tlaib has thrown her support behind McKinney’s campaign.
Thanedar, an Indian American lawmaker, has advocated for slavery reparations since before his congressional tenure. “Every other community has — Japanese Americans got their [reparations], American Indians got their reparations,” he said during his 2022 congressional campaign. “This is something that needs to be handled in a fair way.”
In addition to this new proposal, Thanedar is an original cosponsor of H.R. 40, also known as the Commission to Study and Develop Reparation Proposals for African Americans Act. He has also expressed support for more ambitious legislation introduced by Rep. Cori Bush (D-Mo.) in 2023 that aimed to transfer an estimated $14 trillion to reparations recipients. Bush’s proposal was similarly considered dead on arrival in the Republican-controlled House.
The debate over reparations has created divisions within the Democratic Party. While progressive lawmakers have championed various reparations proposals, moderate Democrats often view the idea as politically contentious. In a notable example of this split, Maryland’s Democratic Governor Wes Moore, one of the few Black Democratic governors in the country, vetoed legislation in 2025 that would have created a reparations commission at the state level. Moore, who is rumored to have presidential ambitions, broke with progressive members of his party on this issue.
At the local level, some municipalities have moved forward with their own reparations programs. Evanston, Illinois became the first city to implement a reparations program specifically for Black residents, offering $25,000 payments to eligible individuals, though questions remain about long-term funding for such initiatives.
Thanedar has established himself as a progressive willing to break with Democratic leadership on certain issues. He has previously introduced articles of impeachment against then-President Donald Trump and other Trump administration officials, despite opposition from House Democratic leaders.
