Republican candidate Andrew Rice handily won a special election for Virginia’s House District 98 on Tuesday, defeating Democrat Cheryl Smith by 25 percentage points in what many political observers are calling a significant sign of potential Republican momentum in the increasingly blue-leaning state.

Rice’s victory to replace the late Republican Delegate Barry Knight, who died of cancer last month, has sparked intense discussion among political analysts because of the margin of his win. In a district that Republican gubernatorial candidate Winsome Earle-Sears carried by just 7 points in November, Rice outperformed those numbers substantially, also exceeding former President Donald Trump’s 2024 performance in the district by 10 points.

“A 22 point swing to the GOP,” noted conservative commentator Greg Price on social media, highlighting the scale of Rice’s outperformance compared to recent Republican candidates in the district.

The special election result has fueled speculation about growing backlash against Democratic Governor Abigail Spanberger’s administration. Spanberger, who took office in January, has faced mounting criticism from conservatives who claim she campaigned as a moderate but has since implemented what they characterize as a progressive agenda.

Virginia Rep. Jen Kiggans celebrated the victory, writing that “The momentum is REAL, and Virginians are paying attention and are fed up with the progressive liberal agenda trying to take over our Commonwealth.”

Since taking office, Spanberger has made several policy moves that have drawn conservative ire, including ending state cooperation with Immigration and Customs Enforcement (ICE), reducing mandatory minimum sentencing, increasing certain taxes, and implementing diversity, equity and inclusion priorities in government contracting.

Virginia elections analyst Sam Shirazi suggested on his “Federal Fallout” podcast that Republican voter enthusiasm might be connected to multiple factors, including opposition to a controversial April referendum that could trigger a mid-cycle redrawing of the state’s congressional districts in a way that would favor Democrats.

“I think one explanation of what happened is the Republicans are fired up, and they’re upset about the redistricting referendum,” Shirazi said. “Potentially, they could also be generally upset at what’s been going on in Richmond since the Democrats took over in January.”

The referendum has become a flashpoint in Virginia politics, with Republicans arguing it represents a partisan attempt to redraw electoral maps mid-cycle. As Republican Virginia Delegate Karen Hamilton noted following Rice’s win, “If we could get some funds, we can win this redistricting fight in Virginia and secure the midterms.”

Political commentator Ben Braddock suggested the special election results could have implications beyond this single race: “Republicans in Virginia are overperforming so strongly that the gerrymander attempt is suddenly looking much riskier for Dems.”

The timing of this Republican overperformance is particularly notable as Virginia has been trending Democratic in recent years. Once a reliable Republican stronghold, Virginia has voted Democratic in the last four presidential elections and has seen Democrats make significant gains in state and local offices.

However, Tuesday’s special election result signals that the political landscape in Virginia remains dynamic. While special elections typically feature lower turnout than regular elections, they can sometimes serve as bellwethers for voter sentiment and party enthusiasm.

Rice, a prosecutor by profession, will now join the Virginia House of Delegates where Republicans are looking to build momentum heading into future electoral contests. His significant margin of victory in what was expected to be a closer race has energized Virginia Republicans who see it as evidence that Democrats may have overreached with recent policy initiatives.

The governor’s office did not immediately respond to requests for comment on the election results.
