FBI Investigation Found Limited Evidence of Epstein Sex Trafficking Ring, Documents Reveal

The FBI’s extensive investigation into Jeffrey Epstein uncovered substantial evidence of his sexual abuse of underage girls but failed to find proof that the financier operated a sex trafficking ring serving powerful men, according to Justice Department records reviewed by the Associated Press.

Despite years of interviews with victims, searches of Epstein’s homes, and thorough examinations of his bank records and emails, investigators discovered minimal evidence implicating others in his crimes. Videos and photos seized from Epstein’s properties in New York, Florida, and the Virgin Islands contained no footage of victims being abused or material that implicated anyone else, according to a 2025 prosecutor’s memo.

An examination of Epstein’s financial records, including payments to entities linked to prominent figures in academia, finance, and global diplomacy, revealed no connection to criminal activity, stated a 2019 internal memo.

The investigation began in 2005 when parents of a 14-year-old girl reported their daughter had been molested at Epstein’s Palm Beach mansion. Police subsequently identified at least 35 high school-aged girls with similar accounts, all describing how Epstein paid them $200 or $300 for sexualized massages.

After the FBI joined the investigation, federal prosecutors initially drafted indictments against Epstein and some personal assistants who arranged the girls’ visits. However, then-Miami U.S. Attorney Alexander Acosta instead negotiated a deal allowing Epstein to plead guilty to state charges of soliciting prostitution from an underage girl. He received an 18-month jail sentence and was released by mid-2009.

The case gained renewed attention in 2018 when the Miami Herald published a series of articles about the plea deal, prompting New York federal prosecutors to reexamine the accusations. Epstein was arrested in July 2019 but killed himself in his jail cell one month later.

In 2020, prosecutors charged Ghislaine Maxwell, Epstein’s longtime confidant, with recruiting several victims and participating in the abuse. She was convicted in 2021 and is serving a 20-year prison sentence.

The Justice Department records, released under the Epstein Files Transparency Act, show investigators diligently pursued potential co-conspirators and even examined seemingly outlandish claims. However, many allegations could not be verified.

Virginia Roberts Giuffre, who claimed in lawsuits and media interviews that Epstein arranged for her to have sexual encounters with numerous men including Britain’s former Prince Andrew, was interviewed by investigators in 2011 and 2019. While they confirmed she had been abused by Epstein, other aspects of her story proved problematic.

Two other Epstein victims who Giuffre claimed were also “lent out” to powerful men told investigators they had no such experience. “No other victim has described being expressly directed by either Maxwell or Epstein to engage in sexual activity with other men,” stated a 2019 internal memo.

Prosecutors attempted to interview Andrew Mountbatten-Windsor (formerly Prince Andrew), but he refused. Giuffre later settled a lawsuit with him in which she had accused him of sexual misconduct.

Investigators closely examined Epstein’s inner circle. They considered charging one longtime assistant but decided against it after concluding she was herself a victim of Epstein’s sexual abuse and manipulation. They also investigated his relationship with French modeling agent Jean-Luc Brunel, who later killed himself in a French jail while awaiting trial on a rape charge.

Retail mogul Les Wexner, a longtime business client of Epstein, was also scrutinized. Wexner’s lawyers told investigators that neither he nor his wife had knowledge of Epstein’s sexual misconduct and had cut ties with him in 2007 after discovering he had stolen from them. “There is limited evidence regarding his involvement,” an FBI agent wrote in August 2019.

Despite claims by Attorney General Pam Bondi in 2025 about the existence of an Epstein “client list” and “tens of thousands of videos” showing Epstein “with children or child porn,” FBI agents reported that no such client list existed, and the videos described by Bondi were not found during their investigation.

The documents provide the clearest picture to date of the extensive investigation into Epstein’s crimes and explain why U.S. authorities ultimately closed the case without additional charges beyond those against Maxwell.
