Virginia Democrats Propose Extensive New Tax Measures Despite Affordability Promises

Virginia Democrats have introduced more than 50 new tax proposals and rules for the current legislative session, drawing criticism from opponents who claim the measures contradict campaign promises to make life more affordable for state residents.

The wide-ranging tax proposals would affect numerous services and items, including dog walking and grooming, gun and ammunition sales, storage facilities, dry cleaning, and home repairs. A delivery tax would apply to services like Amazon, Uber Eats, FedEx and UPS orders in northern Virginia. The proposals also include new income tax brackets and a personal property tax on electric leaf blowers and landscaping equipment.

The tax initiatives come after Democrats gained significant political control in the state during the 2025 elections, securing a large majority in the House of Delegates while maintaining control of the state Senate. This unified Democratic control has enabled the party to pursue an ambitious legislative agenda.

Republican state Senator Tara Durant criticized the proposals, telling Fox News Digital: “Virginians should judge Democrats by their actions, not their campaign slogans. And their actions speak for themselves—pushing dozens of new tax proposals that raise costs on hardworking families. Virginians deserve leadership that actually makes life more affordable, not more expensive.”

The proposals have emerged despite newly inaugurated Democratic Governor Abigail Spanberger’s campaign platform centered on increasing affordability for Virginia residents. Since taking office earlier this month, Spanberger has announced that Virginia will rejoin the Regional Greenhouse Gas Initiative (RGGI), a move critics say will add additional fees to monthly electric bills for consumers.

Americans For Tax Reform, an advocacy group that opposes tax increases, has sharply criticized the Democratic proposals. The organization’s leader, Grover Norquist, argued that the proposals run counter to tax reduction trends in neighboring states.

“It’s always a bad time to raise taxes, but it would be particularly foolish for Governor Spanberger and the Democrats who now control Richmond to do so at this time of heightened state tax competition,” Norquist said. He noted that many other state governments are pursuing tax reductions or even elimination, providing alternatives for individuals and businesses seeking lower tax environments.

The proposed tax measures represent a significant policy shift in Virginia’s fiscal approach. If enacted, they would touch numerous aspects of daily life for Virginia residents and potentially increase the cost of living across various sectors of the economy.
