Chicago Mayor Orders Police to Monitor Federal Immigration Agents

Chicago Mayor Brandon Johnson has signed an executive order directing the Chicago Police Department to investigate and document potential illegal activities by federal immigration agents operating in the city. The order, titled “ICE On Notice,” establishes formal procedures for local police to report evidence of suspected felony violations to the Cook County State’s Attorney’s Office for possible prosecution.

“Nobody is above the law. There is no such thing as ‘absolute immunity’ in America,” Johnson said in a statement released Saturday. “The lawlessness of Trump’s militarized immigration agents puts the lives and well-being of every Chicagoan in immediate danger.”

Johnson, a Democrat, claimed Chicago is the first city in the nation to implement such measures seeking legal accountability for alleged misconduct by Immigration and Customs Enforcement (ICE) agents. The mayor accused federal immigration authorities of violating constitutionally protected rights and destabilizing communities while operating without sufficient local or civilian oversight.

Under the executive order, Chicago police officers who witness or receive reports of potential violations by federal agents are instructed to document the activity, preserve body camera footage, and attempt to identify the federal supervisory officer at the scene. Officers must complete incident reports and ensure medical assistance for anyone injured during enforcement actions.

The directive comes amid reports that federal authorities are planning increased immigration enforcement operations in Chicago and surrounding areas later this spring, according to the mayor’s office.

Johnson’s order follows several high-profile confrontations between federal agents and suspects in the Chicago area. One such incident involved Silverio Villegas González, who was fatally shot by an ICE agent in September 2025 in suburban Franklin Park. Federal authorities stated that González resisted arrest, attempted to flee during a traffic stop, and dragged an ICE officer with his vehicle.

In another local incident, Marimar Martinez was shot multiple times by a federal Border Patrol agent. Authorities claimed agents returned defensive fire after an alleged vehicle collision. Johnson also referenced fatal shootings during immigration enforcement operations in Minneapolis, involving Renee Good and Alex Pretti.

The executive order represents a significant escalation in tensions between local and federal authorities over immigration enforcement. Chicago has long maintained “sanctuary city” policies limiting cooperation between local law enforcement and federal immigration agencies. The new directive takes this stance further by establishing formal monitoring mechanisms.

Immigration enforcement has become increasingly contentious in major urban centers nationwide. Seattle’s mayor recently implemented similar measures requiring local police to track ICE activities. Critics of such policies argue they interfere with federal law enforcement operations, while supporters maintain they are necessary to protect immigrant communities and ensure federal accountability.

The Chicago Police Department will now be tasked with balancing their new monitoring duties against other law enforcement responsibilities. Legal experts anticipate potential challenges to the order’s implementation, as it raises complex questions about jurisdictional authority and the relationship between local and federal law enforcement agencies.

Johnson announced the executive order at a rally in Chicago, where he emphasized the city’s commitment to protecting all residents regardless of immigration status. The mayor’s office indicated that additional training and resources would be provided to CPD officers to ensure proper implementation of the new protocols.
