California State Librarian Faces Scrutiny Over $650,000 in Unaccounted Literacy Program Funds
California State Librarian Greg Lucas faced intense questioning from lawmakers on Thursday after approximately $650,000 connected to Dolly Parton’s Imagination Library literacy program could not be properly accounted for.

Lucas disputed the characterization that the funds were unaccounted for during his testimony. “I don’t believe that’s correct,” he said. “We received a final report on the disposition of the money by the Strong Reader Partnership, which has expressed the difficulty in obtaining some of this information because they no longer have any money or members of the partnership since the money was transferred to the Imagination Library.”
The State Librarian acknowledged receiving bank statements accounting for approximately $555,000 but could not provide documentation for the remainder. He stated that his agency has repeatedly asked the nonprofit for additional records and pledged to continue pursuing the information.
A spokesperson for the California State Library later issued a statement emphasizing their commitment to transparency: “The California State Library takes seriously its responsibility to ensure transparency and accountability in the taxpayer dollars entrusted to it. The State Library has provided the Legislature with all documentation in its possession and has repeatedly requested additional records from the Strong Reader partnership.”
