Senate Republicans and Democrats remain locked in a bitter stalemate as the Department of Homeland Security (DHS) shutdown enters its 27th day, with lawmakers trading accusations over who bears responsibility for the ongoing crisis.

Republicans are accusing Senate Democrats of attempting to dismantle DHS “piece by piece” as Democrats repeatedly propose funding individual components of the agency while withholding support for Immigration and Customs Enforcement (ICE) operations without reforms.

Senate Majority Whip John Barrasso (R-Wyo.) delivered a particularly pointed critique, expressing alarm that Democrats would seek to fragment the agency during a period of heightened security concerns.

“Our homeland is under attack, all warning lights are flashing red, and they want to peel apart, piece by piece, the Department of Homeland Security, the comprehensive department of our government to protect the American people, because they want to stand with illegal immigrant criminals,” Barrasso said.

The core disagreement centers on immigration enforcement. Senate Minority Leader Chuck Schumer (D-N.Y.) and his caucus are demanding significant reforms to ICE before agreeing to fund those operations, while proposing to immediately fund other components like the Transportation Security Administration (TSA) and the Federal Emergency Management Agency (FEMA).

“We don’t have to tie that disagreement up and use people at the airports and American citizens as hostages,” Schumer argued, framing the Democrats’ position as a reasonable compromise to keep essential services running.

The partisan divide has real-world consequences as the shutdown’s effects intensify. Airport security lines are growing as TSA agents continue working without pay. Critical homeland security functions remain in limbo during a period of international tension, particularly following recent developments in the Middle East that have heightened domestic security concerns.

Senator Patty Murray (D-Wash.), who has proposed DHS funding legislation that excludes ICE and Customs and Border Protection (CBP), defended the Democrats’ approach. “It was funded by the [‘one big, beautiful bill,’] and we have told them they’re not going to fund ICE until there are reforms to ICE,” Murray explained, referring to previous immigration funding secured during the Trump administration.

Republicans, however, view the Democrats’ strategy as politically motivated and potentially dangerous. Senator Katie Britt (R-Ala.) likened it to a return to the controversial “defund the police” movement, establishing a firm position against any carve-out proposals from Democrats.

Senate Majority Leader John Thune (R-S.D.) countered that Republicans have repeatedly attempted to temporarily fund the entire agency with short-term continuing resolutions to allow negotiations to continue, but Democrats have blocked these measures.

“I assume the Democrat leader is aware of the fact that we have tried repeatedly to fund everything temporarily to allow the negotiations over the ICE budget to continue,” Thune said.

The stalemate appears unlikely to break soon, with multiple funding attempts from both sides being blocked. Senator Jacky Rosen (D-Nev.) attempted to force a vote on a standalone funding bill for the TSA but was unsuccessful, leading her to claim that Republicans “don’t care about their constituents, the traveling public, and the folks who work there who are not part of this discussion or this argument.”

As the shutdown continues, approximately 250,000 DHS employees are working without pay or are furloughed, creating mounting pressure on lawmakers to find a resolution. The impasse highlights the deeply entrenched positions on immigration policy that have complicated funding negotiations and left one of the nation’s most critical security agencies caught in the political crossfire.
