The Department of Homeland Security has arrested an Afghan national who entered the United States under the Biden administration’s Operation Allies Welcome program following his conviction for indecent exposure to a minor.

Basir Ahmad Safi, who is in his 30s, was taken into custody by DHS agents on March 11. Prior to his conviction, Safi faced multiple charges including lewd or lascivious exhibition, soliciting a child via computer, unlawful use of a two-way communications device, and child abuse, according to the agency.

Safi initially entered the country in 2021 as part of the refugee resettlement program established following the U.S. withdrawal from Afghanistan. Two years after his arrival, in September 2023, he was arrested in Florida by the Jacksonville Sheriff’s Office on the aforementioned charges.

DHS Deputy Assistant Secretary Lauren Bis criticized the previous administration’s vetting procedures in a statement, saying Safi “should never have been allowed into our country or given the opportunity to prey on innocent children.” According to the department, by the time of his recent arrest, Safi’s immigration status had been revoked, making his presence in the United States unlawful. He is currently being held in Immigration and Customs Enforcement (ICE) custody pending removal proceedings.

The arrest comes amid heightened scrutiny of the Operation Allies Welcome program following a separate incident involving another Afghan evacuee. In that case, Rahmanullah Lakanwal, also admitted under the same program, allegedly shot two U.S. National Guard soldiers in Washington, D.C. One of the service members, 20-year-old Spc. Sarah Beckstrom of the West Virginia National Guard, died from her injuries, while Staff Sgt. Andrew Wolfe, 24, was critically wounded but survived.

DHS officials claim the Biden administration’s refugee program relied on “unvetted referrals” that ultimately allowed approximately 190,000 Afghan nationals to enter the country. The agency alleges that those admitted included individuals with concerning backgrounds, including some with ties to terrorism, sexual predators, domestic abusers, and kidnappers.

The current administration has taken steps to address these concerns. According to DHS, President Trump halted the Afghan refugee resettlement program shortly after returning to office and later suspended the entry of all Afghan nationals into the United States.

“Under President Trump’s leadership, DHS has been focused on identifying, arresting, and removing public safety threats like Basir Ahmad Safi from our country,” Bis stated.

The case highlights ongoing tensions surrounding immigration policy and national security. Critics of the Operation Allies Welcome program argue that insufficient vetting procedures put Americans at risk, while supporters of the initiative maintain it was a necessary humanitarian response following the chaotic U.S. withdrawal from Afghanistan in 2021.

Immigration experts note that while isolated incidents involving criminals have occurred, the vast majority of Afghan evacuees have integrated peacefully into American communities. However, these high-profile cases continue to fuel debate about the balance between national security and humanitarian obligations.

The incident also underscores the challenges facing federal agencies responsible for screening and monitoring foreign nationals entering the country through various immigration pathways, particularly during large-scale evacuation efforts conducted under crisis conditions.

A spokesperson for former President Biden did not immediately respond to requests for comment regarding the allegations about the vetting procedures used during the Operation Allies Welcome program.

The investigation into Safi’s case was conducted jointly by Homeland Security Investigations Jacksonville and U.S. Citizenship and Immigration Services, demonstrating the multi-agency approach to addressing potential public safety threats posed by individuals who may have entered the country through humanitarian programs.
