The Virginia redistricting battle has intensified as early voting continues, with both sides employing questionable tactics to sway voters on the Democratic-backed temporary redistricting proposal.
Republican opposition to the plan has drawn widespread condemnation for distributing mailers featuring Civil Rights imagery and claiming the new congressional districts would dilute Black votes. One controversial flyer stated, “Just like Jim Crow, they want to silence your voice,” prompting immediate backlash from Democratic leadership and civil rights organizations.
The Virginia Mercury identified A.C. Cordoza, a Black Republican and former delegate, as the figure behind Justice for Democracy PAC, which produced the inflammatory materials. When confronted at a press conference, Cordoza dismissed criticisms of the mailer’s tone and content.
House Speaker Don Scott condemned the tactic in a statement, saying, “The blood, sacrifice, and courage of those who marched, who were beaten, who died for the right to vote – that legacy belongs to all of us, and it will not be hijacked by shadowy GOP political operatives to deceive the very communities it was meant to protect.”
The NAACP Virginia State Conference, which supports the redistricting amendment, also denounced the mailers as “reprehensible racist tactics” designed to undermine Black voter participation.
Further complicating matters, Justice for Democracy PAC and another group called Democracy and Justice PAC, both reportedly tied to Cordoza, have distributed materials misrepresenting Governor Abigail Spanberger’s position on redistricting. The PACs have circulated mailers and text messages suggesting Spanberger opposes the referendum, despite her public support for it.
According to the Virginia Mercury, both PACs share the same address as a political compliance firm run by attorney Christopher Woodfin, who serves as treasurer for both organizations.
The context for Virginia’s redistricting push stems from nationwide partisan redistricting efforts. Last year, former President Donald Trump urged Republican-controlled states to redraw their congressional districts mid-decade to gain advantage in the upcoming midterm elections – a highly unusual move that breaks with the traditional practice of redistricting only after each decennial census.
As Republican legislatures in states like North Carolina, Ohio, and Texas began redrawing maps to favor their party, Democrats in Virginia and California responded with similar initiatives, characterizing their efforts as necessary pushback against what they view as norm-breaking tactics from the opposition.
Pro-redistricting groups haven’t maintained the high ground in campaign tactics either. In Page County, where Trump won 76% of the vote in 2024, the local Democratic Committee funded a billboard featuring Trump’s image with the quote “Take over the voting,” urging residents to vote yes on the Democratic redistricting proposal.
The financial stakes in this battle are significant. Virginians for Fair Elections, which supports redistricting, claims that “more than $3 million in MAGA dark money has flooded into Virginia” to fund what they characterize as misinformation campaigns. Meanwhile, the pro-redistricting effort has also received substantial financial support, including contributions from the national Democratic group House Majority Forward.
This intensifying battle over Virginia’s electoral maps reflects the high-stakes nature of redistricting nationwide, with both parties viewing these contests as crucial for control of the House of Representatives in the upcoming midterm elections. As early voting continues, Virginia voters find themselves at the center of a contentious political struggle with potential national implications for congressional power.
