Ghana’s National Teaching Council Refutes Reports of Increased Licensure Exam Fees

The National Teaching Council (NTC) of Ghana has issued a statement refuting media reports that claimed the body had increased registration fees for the Ghana Teacher Licensure Examination (GTLE) re-sit to a flat rate of GH¢400.00.

“These reports are inaccurate and have not been authorized by the Council,” the NTC clarified in its statement. The organization urged candidates to rely solely on official sources when seeking examination information to avoid misinformation.

According to the Council’s official fee structure, fresh candidates taking all three examination papers are required to pay GH¢450.00. Meanwhile, re-sit candidates face a tiered fee structure: GH¢150.00 for one paper, GH¢210.00 for two papers, and GH¢385.00 for all three papers. The NTC also emphasized that the GH¢50.00 indexing fee applies exclusively to first-time candidates, with re-sit candidates exempt from this additional charge.

The clarification comes as registration for the 2026 GTLE 1 opened on Monday, February 16, with a March 10 deadline. The examination itself is scheduled to take place from March 23 to March 25, 2026.

The NTC also denied secondary reports suggesting other changes to registration conditions, though specifics about these alleged changes were not detailed in their statement. The Council indicated it would provide further clarification on all examination matters through official channels.

The Ghana Teacher Licensure Examination represents a critical step in Ghana’s education quality assurance framework. Established under the Education Regulatory Bodies Act, 2020 (Act 1023), the GTLE serves as a mandatory professional qualification for all prospective teachers in the country. The examination aims to ensure teaching candidates meet minimum professional standards before entering classrooms across Ghana.

Eligibility for the examination is limited to candidates who hold either a Bachelor of Education degree or a Postgraduate Diploma in Education. For those with foreign qualifications, an additional step is required – obtaining a certificate evaluation report from the Ghana Tertiary Education Commission (GTEC) prior to registration.

Education experts note that Ghana’s teacher licensure system aligns with global trends toward professionalizing teaching through standardized qualification processes. Similar systems exist in countries like Singapore, Finland, and Canada, which consistently rank among the world’s top education performers.

The NTC has provided multiple payment options for examination candidates. Fees can be paid at any branch of Prudential Bank Ltd throughout Ghana or through mobile money services using the short code 77251# across all telecommunications networks. Following payment, candidates must complete their online registration by uploading a passport-size photograph to the official examination portal at exams.ntc.gov.gh.

In its statement, the Council emphasized the importance of candidates verifying their eligibility status before making any payments, warning that those who pay without confirming eligibility will not be entitled to refunds.

The teacher licensing program represents part of Ghana’s broader education reform efforts aimed at improving teaching quality and student outcomes. Since its implementation, the program has faced both support from education administrators who see it as a quality control measure and criticism from some teacher unions concerned about additional barriers to entry into the profession.

The NTC continues to advise all prospective teachers to follow official channels for accurate information regarding examination dates, registration procedures, and fee structures.
