ICE Detention Details Contested by Advocacy Group in Colorado
Immigration and Customs Enforcement (ICE) Denver’s recent announcement regarding the detention of Juan Carlos Membreno Portillo has sparked controversy, with local advocacy organizations challenging key details of the federal agency’s public statements.
On February 17, ICE Denver used social media to announce that Portillo had been detained the previous day in Grand Junction, Colorado. The agency also claimed Portillo is affiliated with La Mara Salvatrucha, commonly known as MS-13, a transnational gang with origins in Los Angeles.
However, Voces Unidas, a nonprofit organization that provides support to individuals detained by immigration authorities, disputes several aspects of ICE’s account. Alex Sanchez, president and CEO of Voces Unidas, has come forward with contradicting information.
“ICE lied to you all about some of the basic facts about the case,” Sanchez stated. According to Sanchez, Portillo was not apprehended in Grand Junction as claimed, but rather in Glenwood Springs, approximately 90 miles away.
“He was in fact arrested, or detained in Glenwood Springs, not Grand Junction… He was far from Grand Junction,” Sanchez explained. The organization maintains that Portillo, a resident of Glenwood Springs, was detained while en route to his workplace.
The circumstances of the detention have also raised questions. Sanchez described how Portillo was pulled over by what he believed was local law enforcement. “Juan Carlos believed there was a local police officer or some sort of local law enforcement. Therefore, he stopped, and it ended up being ICE,” Sanchez said.
Perhaps most significantly, Voces Unidas challenges ICE’s characterization of Portillo as an MS-13 gang member. Sanchez, who has spoken directly with Portillo’s family, contends this allegation is false and counterintuitive to Portillo’s reason for being in the United States.
“Juan Carlos, just like many thousands and thousands of members of El Salvador, have made Colorado or the United States their home because they were escaping the very thing that he’s now being accused of,” Sanchez stated. The organization further claims that their research shows no criminal record for Portillo in Colorado.

Neither ICE Denver nor local law enforcement agencies in Grand Junction or Glenwood Springs have issued public responses to the contradictions raised by Voces Unidas.
