Fiji has launched its first-ever Government Communication Conference, with Prime Minister Sitiveni Rabuka emphasizing the critical role of effective communication in maintaining public trust and strengthening democratic participation.

Speaking at the conference’s opening, Rabuka stressed that government success hinges on clear communication with citizens. “In today’s fast-moving information environment, public trust is constantly being tested,” he said, noting the worldwide pressure on governments to maintain confidence while combating misinformation.

The two-day conference, themed “Coordinate, Collaborate and Elevate,” brings together communication officers from across government ministries, agencies, and statutory authorities. Organized by the Ministry of Information with support from the United Kingdom Government, the event aims to establish higher standards for government communication practices.

During his address, Rabuka unveiled two significant initiatives: the Fiji Government Communication Guidebook and “Sautu,” a framework specifically designed to counter disinformation. The Prime Minister described the guidebook as “the new gold standard” for daily communication operations, covering everything from press release drafting to social media campaign development.

“Sautu, which represents well-being, peace, and abundance in Fijian culture, reflects what we seek to protect when defending our citizens from false and manipulative information,” Rabuka explained. He emphasized that government communication must be effective across all platforms and reach every community in Fiji.

The Prime Minister highlighted the crucial role of communications officers as the vital link between the government and citizens. “You carry enormous responsibility,” he told conference participants, urging them to ensure their work delivers tangible results with measurable outcomes.

Minister for Information Lynda Tabuya reinforced the conference’s importance, stating that its primary goal is to equip participants with tools to communicate effectively and ensure information reaches the public promptly. “Our vision and mission is for a well-informed Fiji, which includes countering disinformation and misinformation,” she said.

Tabuya acknowledged existing challenges, particularly noting that information often appears in media outlets before official government channels. “This remains a challenge we must improve on,” she admitted. The Information Minister also revealed plans to include journalists in future conferences to strengthen collaboration between government and media.

When questioned about election-related disinformation, Tabuya emphasized the government’s intention to strengthen laws, particularly around social media regulation, to deter the spread of false information. She stressed the importance of developing skills to identify deepfakes and manufactured content, both for government communicators and media professionals.

“Working with the Fiji Media Association is a vital partnership in supporting a free press and delivering accurate information to the public,” Tabuya added.

The conference comes at a time when governments worldwide are grappling with the impact of misinformation and disinformation campaigns, which have become increasingly sophisticated with the advancement of technology. For Fiji, a nation where traditional communication channels remain important alongside growing digital media consumption, establishing coordinated government communication strategies represents a significant step toward building public trust.

The United Kingdom’s support for the conference reflects growing international cooperation on communication capacity building, with Rabuka specifically acknowledging their assistance during his address.

As the conference continues, participants will focus on developing practical skills and strategies to improve government messaging, with an emphasis on transparency, accuracy, and responsiveness to public needs – elements that Rabuka identified as essential for maintaining democratic participation in Fiji’s evolving information landscape.
