In a concerning development for global media freedom, a new U.S. State Department report has revealed that China is executing a sophisticated strategy to manipulate international media through various methods including censorship, data harvesting, and covert acquisitions of foreign news outlets.

The report, released Thursday, details how Beijing has allocated billions of dollars annually to information manipulation efforts as part of what appears to be a coordinated campaign to reshape global narratives about China. Among the tactics identified are undisclosed stake acquisitions in foreign media organizations, sponsorship of online influencers, and distribution agreements that promote Chinese government content without proper labeling.

“Unchecked, Beijing’s efforts could result in a sharp contraction of global freedom of expression,” the report warns, highlighting the potential long-term consequences of these activities.

The State Department’s Global Engagement Center compiled the report using publicly available information as well as “newly acquired government information,” revealing how China has methodically created its own international information ecosystem. This has been achieved partly by co-opting foreign political elites and journalists who can help amplify Beijing’s preferred narratives.

In developing regions, China has made strategic investments in satellite networks and digital television services that prioritize state-backed Chinese media content, effectively creating dedicated channels for distributing its messaging to international audiences.

Particularly troubling is the report’s finding on data harvesting operations conducted by China beyond its borders. These operations have reportedly “enabled Beijing to fine-tune global censorship by targeting specific individuals and organizations,” suggesting a sophisticated approach to identifying and neutralizing critical voices worldwide.

The Chinese Embassy in Washington did not immediately respond to requests for comment on the report’s findings. However, this is not the first time such allegations have surfaced. In July, when NATO issued a communique accusing China of employing coercive policies and spreading disinformation, Beijing responded by claiming the statement “disregarded basic facts, deliberately discredited China and distorted its policies.”

These developments come amid growing geopolitical tensions between Washington and Beijing. In recent years, Chinese leadership has made concerted efforts to expand the global footprint of its government-controlled media outlets, partly in response to what it perceives as unfair portrayal in international press.

Media experts note that China’s strategy represents a significant evolution in how authoritarian governments attempt to influence global public opinion.
