U.S. Naval Presence Near Venezuela Raises Tensions Amid Military Training Exercise

The USS Gravely, a guided-missile destroyer, docked in Port-of-Spain, Trinidad and Tobago on October 26, sparking diplomatic tensions with neighboring Venezuela. The warship’s arrival comes as part of a planned military exercise between U.S. forces and the Trinidad and Tobago Defense Force.

Located just 500 miles from Venezuela’s coast, the port visit is scheduled to last until October 30. During this time, the 22nd U.S. Marine Expeditionary Unit will conduct joint training with local forces, according to a statement released by the U.S. Embassy two days before the ship’s arrival.

U.S. Embassy Chargé d’Affaires Jenifer Neidhart de Ortiz emphasized the collaborative nature of the mission, stating, “Together, we address shared threats like transnational crime and build resilience through training, humanitarian missions, and security efforts.” She highlighted that the longstanding partnership has previously delivered medical care, disaster preparedness training, and improved regional security across the Caribbean.

Venezuela’s leadership, however, has interpreted the military presence differently. On the same day the USS Gravely arrived, Venezuelan Vice President Delcy Rodriguez issued a strongly worded statement, claiming that Venezuela had captured mercenaries who allegedly confessed to knowledge of U.S. intelligence plans for a “false-flag attack” in the region.

“A false flag attack is underway in waters bordering Trinidad and Tobago or from Trinidadian or Venezuelan territory to generate a full military confrontation with our country,” Rodriguez stated, according to Reuters.

The accusations come amid escalating rhetoric from Venezuelan President Nicolás Maduro, who claimed in a national broadcast on October 24 that the U.S. government is “fabricating a new eternal war” – one that he vowed Venezuela “will avoid.” According to Associated Press reporting, Maduro is also attempting to revoke the passport of opposition leader Leopoldo López, who was imprisoned from 2014 to 2020.

The regional tensions have intensified following recent Pentagon announcements. On October 24, Pentagon spokesperson Sean Parnell confirmed that the U.S. Secretary of War had directed the Gerald R. Ford Carrier Strike Group to the U.S. Southern Command area of responsibility, citing President Donald Trump’s objective of defending against narcoterrorism.

This naval deployment represents a significant show of force in waters near Venezuela, a country that has long had strained relations with the United States. The carrier group includes the USS Gerald R. Ford, one of America’s newest and most advanced aircraft carriers, along with its accompanying vessels and air wing.

Adding to the complex situation, Senator Lindsey Graham (R-S.C.) revealed in an October 26 interview with CBS’s “Face the Nation” that President Trump had informed him of plans to brief Congress about “future potential military operations against Venezuela and Colombia” after returning from his Asia trip.

The deployment comes at a sensitive time in U.S.-Venezuela relations, which have deteriorated over the past decade amid concerns about democratic backsliding, human rights abuses, and economic mismanagement under the Maduro regime. The United States has previously imposed sanctions on Venezuela’s oil sector and government officials.

Trinidad and Tobago, meanwhile, finds itself in a delicate position as both a U.S. partner and a close neighbor to Venezuela. The dual-island nation has historically maintained diplomatic ties with both countries and serves as an important regional energy producer with significant natural gas reserves.

Military analysts note that the presence of U.S. naval assets so close to Venezuelan waters sends a clear strategic message, regardless of the stated training mission objectives. The region remains a focal point for concerns about drug trafficking, political instability, and humanitarian crises that have led to massive migration flows from Venezuela in recent years.

As the USS Gravely continues its scheduled port visit, regional observers will be watching closely for any further developments in this increasingly tense standoff between the United States and Venezuela.
