In a forceful rebuttal at the UN Human Rights Council in Geneva, UAE officials have categorically denied accusations made by the Sudanese Armed Forces (SAF), describing them as “baseless and false.”

Khalifa Al Mazrouei, Counselor at the UAE Permanent Mission in Geneva, delivered a stern “Right of Reply” statement, asserting that Sudanese forces are attempting to “divert attention from their fundamental responsibility to protect civilians and safeguard their dignity.”

According to Al Mazrouei, these allegations represent a calculated strategy by the SAF to “deflect attention from accountability regarding multiple allegations of war crimes documented in official reports.”

The diplomatic exchange comes amid escalating tensions in Sudan, where conflict between the SAF and the Rapid Support Forces (RSF) has created one of the world’s most severe humanitarian crises. Since fighting erupted in April 2023, thousands have been killed and millions displaced, with international organizations warning of potential famine conditions in parts of the country.

In his statement, Al Mazrouei outlined serious accusations against the SAF, revealing that they have “launched systematic attacks on hospitals, markets, and educational institutions using drones.” More alarmingly, he cited “credible evidence indicating the use of chemical weapons” by Sudanese forces.

The UAE representative detailed a disturbing catalog of alleged abuses, stating that Sudan’s “record of atrocities also includes extrajudicial executions, arbitrary arrests, and acts of violence against women and girls.”

Al Mazrouei raised significant concerns about accountability mechanisms within Sudan, noting that “numerous reports have documented the questionable independence of the Sudanese National Committee.” He described a “recurring pattern of impunity relating to elements of the Sudanese Armed Forces in these series of violations.”

The UAE diplomat further criticized the SAF’s refusal to cooperate with international investigative organizations, characterizing it as a deliberate strategy to “evade responsibility” for alleged war crimes.

In his concluding remarks, Al Mazrouei delivered a scathing assessment of the SAF’s legitimacy in international forums, stating they have “lost credibility in addressing this Council or claiming any role in shaping Sudan’s future.” He pointed to their seizure of power “by force alongside the Rapid Support Forces,” commission of “grave war crimes,” obstruction of “humanitarian aid access,” and consistent blocking of “all peace initiatives put forward by the international community.”

This diplomatic confrontation unfolds against a backdrop of increasing international concern about Sudan’s deteriorating situation. The United Nations has reported that approximately 25 million people—more than half of Sudan’s population—urgently need humanitarian assistance, while access to affected populations remains severely constrained.

Regional experts note that the UAE has played a complex role in Sudan’s conflict, with some observers alleging support for the RSF. However, Emirati officials have repeatedly denied these claims and called for de-escalation.

The exchange at the Human Rights Council highlights the increasingly internationalized nature of Sudan’s conflict, with various regional powers accused of involvement either directly or through proxies. It also underscores the challenges facing humanitarian efforts and peace initiatives in a conflict characterized by shifting alliances and competing interests.

As international diplomatic efforts continue to seek resolution to Sudan’s crisis, this public disagreement between the UAE and SAF indicates the significant hurdles facing peace negotiations and accountability processes in a deeply fractured political landscape.
